Definition

Under general direction, the Transit Scheduling Manager plans, organizes, manages, and directs the activities, operations, and staff of the transit scheduling function.

Distinguishing Characteristics

The classification has full managerial and administrative authority over the transit service scheduling function and team. Areas of responsibility include mapping and directing activities related to the development and implementation of fixed-route transit service schedules, the run cutting process to develop operator work assignments, the development of temporary special service schedules for special events and service disruptions, and other transit scheduling activities.

Essential Job Functions
Typical Tasks
  • Plans, organizes, manages, and directs the activities, operations, and staff of the transit scheduling function;
  • Selects, manages, trains, motivates, assigns, evaluates, counsels, and disciplines staff;
  • Manages and participates in the development and maintenance of VTA's fixed-route schedules and the run cutting process to develop operator work assignments;
  • Develops and directs the implementation of goals, objectives, procedures, and work standards for the scheduling team and measures and communicates progress regularly;
  • Manages the collection and usage of transit performance data;
  • Collaborates with Service Planning staff to develop transit service plans, service change proposals, and special service planning projects;
  • Manages the operation of complex transit scheduling software and maintains regular contact with scheduling software vendors to ensure the software is functioning properly;
  • Participates in negotiations and contributes to collective bargaining processes by providing proposals and pertinent information;
  • Conducts field assessments to ensure transit service meets operational requirements;
  • Manages the production and maintenance of transit scheduling data, including files related to schedule and run cut development, GIS data, GTFS data, and CAD/AVL data;
  • Performs complex cost/benefit analyses on current and proposed service alternatives;
  • Coordinates with other departments and organizations to implement service delivery plans and other programs;
  • Develops and directs the implementation of communications plans regarding transit schedule and run changes with other departments, operators, and the community;
  • Interprets and applies provisions of labor contracts and labor regulations as they pertain to transit schedules, operator assignments, and runs;
  • Provides consultation and advice to VTA executive leadership regarding transit scheduling, route design, transit performance, and related topics;
  • Manages the collection of operator, employee, rider, and community feedback related to transit service schedules and ensures appropriate and timely responses;
  • Uses specialized computer programs to analyze operational, statistical, and budgeting data in the planning of future transit service delivery;
  • Prepares materials for and conducts public presentations;
  • Presents information to the Board of Directors and various commissions, committees, councils, and boards;
  • Represents VTA on special projects with external agencies;
  • Performs related duties as required.

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a major in urban or transportation planning, management information systems, or a related field and five (5) years of progressively responsible experience in transit operational service planning, transit scheduling, or transit operations, at least three (3) years of which must be demonstrated experience training and/or reviewing work of lower level staff.

A valid California driver's license is required at the time of appointment.
