JOIN OUR TEAM AS A TRANSPORTATION CAPITAL MANAGER!

The Transportation Capital Manager role is a highly responsible position leading the development and administration of our 5-year Transportation Capital Improvement Plan (TCIP). The TCIP allocates over $500M of gas taxes, mobility fees, tax increment funds, sales taxes, and grant funds to nearly 200 transportation projects. This position leads the application for external grant funds, the execution and administration of grant agreements, and the maintenance of required certifications for use of these funds. Coordinates creation of the annual operating budget for the Transportation Engineering Department (TED) comprised of 86 full time employees and $15M annually. This position oversees the TED capital and administrative team.

Essential Job Functions

  • Develops and manages the 5-year Transportation Capital Improvement Plan (TCIP), ensuring funding for existing and new projects per TED standard operating procedures (SOPs).
  • Monitors TCIP Key Performance Indicators (KPIs) and oversees project budget amendments, pay apps, and invoices.
  • Coordinates with Development Services on developer transportation obligations, project conditions, agreements, and funding.
  • Manages bond acceptance/release for developer obligations and ROW use permits.
  • Identifies, develops, and manages grant applications, negotiating agreements with agencies like FDOT and municipalities.
  • Ensures LAP certification is maintained and renewed every three years.
  • Supports the County Engineer in planning and executing the County's Strategic Plan and TED goals.
  • Assists with policy recommendations and implementation for TED services.
  • Coordinates the creation of TED's annual operating budget, including business plan initiatives (BPIs) and budget increases.
  • Oversees TED purchases and budget execution.
  • Manages the TED capital and administrative team, including developing SOPs and ensuring quality control for TED documents, including board items and RLS submittals.
  • Performs related work as required.

Knowledge, Skills and Abilities

  • Knowledge of transportation capital project design and cost components (design, right-of-way, construction, inspections).
  • Knowledge of the methods and procedures involved in budget preparation, maintenance, and control.
  • Knowledge of computer operations, including the Microsoft 365 platform.
  • Knowledge of Master Planned Unit Development (MPUD) zoning conditions and Development Agreements.
  • Skilled in negotiating contracts and other agreements.
  • Skilled in writing, implementing, and evaluating administrative procedures, policies, and SOPs.
  • Skilled in leadership and management of subordinates, including coordinating assigned tasks and evaluating outcomes.
  • Skilled in organizing diverse content into usable datasets.
  • Able to communicate effectively, both orally and in writing, to a variety of audiences including elected officials, other departments, other agencies, employees, and the public.
  • Able to analyze complex documents and issues, distill them to key points, and summarize.
  • Able to manage time well.
  • Able to use a logical and analytical approach to solve problems and resolve issues.
  • Able to guide and influence others effectively.

Minimum Requirements
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written, and visual communication.

EDUCATION, TRAINING & EXPERIENCE: Graduation from an accredited college or university with a Master's Degree in Planning, Public Administration, Business Administration, or related field and five (5) years of progressively responsible experience in transportation, project management and public communications OR a Bachelor's Degree and seven (7) years of experience in transportation, project management and public communications required. Strategic Planning, Transportation, Project Management and Public Administration experience preferred.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license.
