TITLE: TRANSPORTATION DIRECTOR

EXEMPTION STATUS: Exempt - Administrative Employee Exemption - FLSA
DESCRIPTION:
Under the direction of the Assistant Superintendent of Business Services, performs a variety of complex management and administrative functions within the Transportation Department; specifically in the planning, organizing, and coordination of the District's transportation program; abides by all District policies and State laws related to transportation needs of the District. Supervise and evaluate the performance of assigned personnel, and provide direct oversight to all Transportation employees assigned to the department, including but not limited to reviews and evaluations.
MINIMUM QUALIFICATIONS:
Education: Bachelor's Degree from an accredited college or university in an education, personnel management, business management, or related area;
Must possess or attain licensing to drive a school bus within one (1) year of employment;
Must possess or attain licensing to act as a bus driver trainer/instructor within one (1) year of employment.
Experience: Minimum three (3) years of increasingly responsible experience in the supervision and administration of: transportation services, including route planning and driving training OR school site administration, including master scheduling;
Practices and procedures related to classified employment;
Principles of personnel administration, basic functions and operations of personnel management;
Collaborative labor/management relations, collective bargaining law and labor agreements related to the Transportation Department;
Use and application of Microsoft Office Suite; Google Suite; Adobe Professional.
Personal Qualities: Interpersonal skills using tact, patience, de-escalation strategies, and courtesy;
Written and verbal communication acumen;
Ability to maintain high standards of performance and to provide leadership in further development of programs appropriate for the continued growth of the district;
Resourceful, innovative, helpful, diligent, persistent, objective, inquiring.
Additional: Valid California Driver's License.
PREFERRED QUALIFICATIONS:
Education: Master's Degree from an accredited college or university, with a major in education administration, personnel management, business management, or related area.
Experience: Five (5) years of administrative or managerial experience in a school district;
Utilization of Transfinder or other Transportation Software.

DUTIES AND RESPONSIBILITIES:
Plan, organize, direct, and coordinate the operation of the transportation department; abiding by District policy and State law, establish bus routes and schedules, both regular and special education, field trips, special events, and other special transportation schedules; Perform personnel administrative functions such as recruiting, interviewing, training, supervising, and evaluating for the purpose of maintaining necessary staffing, enhancing the productivity of staff, and ensuring necessary department/program outcomes are achieved; Ensure departmental compliance with various licensing and certification requirements; Coordinate assigning of substitute drivers, acting as a back-up to special services drivers and bus drivers when necessary, for the purpose of ensuring equity in assignments; Develop annual budget recommendations and practice responsible financial maintenance; including a maintenance of records of operations and consts in conformance with District and State policies; Oversee and coordinate the maintenance, repair, servicing, and cleaning of District vehicles and buses; make recommendations and/or decision related to the same; Manage a large scale public school transportation system and division; make recommendations and/or decisions for equipment, personnel needs, and transportation budget; Maintain working relationships with various public agencies (i.e. California Highway Patrol, Department of Motor Vehicles, California Department of Education - Office of School Transportation, etc.) for the purpose of ensuring compliance with current regulatory standards and conveying and/or gathering required information; Attend a variety of meetings and workshops to maintain current knowledge of legislation, legal codes, and requirements; conduct and facilitate related meetings/trainings; Update drivers' handbook and procedures for the purpose of supporting staff in the completion of their work activities; Provide direct driver training activities for staff and/or volunteers who drive pupils, including but not limited to providing pre-trip inspections, safe loading/unloading of passengers, proper use of seatbelts, defensive driving, and operation in inclement weather instruction pursuant to Education Code 49406 et seq. (Senate Bill 88); conduct and facilitate meetings; Confer with administrative and supervisory personnel on pupil transportation needs; Communicate with parents, community, administrators and teachers on routine conflicts and issues in transportation for the purpose of resolving or recommending a resolution to the issues; Advise on hazards from inclement weather and road closures for the purpose of assuring the safe transporting of students; Respond to emergency situations and bus accidents; addresses safety concerns; assesses incidents, complaints, and/or accidents for the purpose of resolution. Investigate transportation and staff complaints in collaboration with Human Resources as appropriate; Maintain accurate and current records of operations; prepare oral and written reports as necessary to various audiences including the public, Governing Board, and district personnel; Coordinate District field trips, special events, and other special transportation schedules; Be available to work outside of normal business hours in order to meet the needs of the students, school sites, departments, and Transportation Department; Use telephone and two-way radio extensively in daily operations; Perform other related duties as assigned.
