An Overview
We're looking for a Civil Engineer I position in our Transportation Engineering Division to help shape Alexandria's streets and transportation network. In this role, you'll lead innovative projects-from roadway design and traffic calming to Complete Streets and Vision Zero initiatives. You'll collaborate with planners, traffic operations, and street maintenance teams to deliver impactful solutions that enhance safety and mobility. This position also engages with the community, presents to City boards, and applies data-driven approaches to improve traffic management. The Opportunity
The ideal candidate should have thorough knowledge of modern principles and best practices of civil engineering, roadway safety, and multi-modal roadway design; ability to prepare engineering computations, analysis, estimates, designs, plans, and specifications; ability to conduct engineering research work and write technical and non-technical reports; ability to use engineering software, including CADD, Synchro, and more; ability to provide guidance and assistance to engineers, planners and subordinates; ability to establish and maintain collaborative working relationships will all people; ability physically to work out-of-doors under adverse conditions; ability to communicate clearly and effectively, both orally and in writing, relaying technical information in a non-technical way.

The Ideal Candidate
Bachelor's degree in Civil Engineering.
Preferred Qualifications
To be considered as an ideal candidate, one should also possess Project management experience with 2 years of professional engineering experience. Registered as an Engineer in Training (EIT) or Professional Engineer in Virginia. Experience in one or more of the following areas: traffic engineering and traffic operations, ITS planning, systems engineering, ITS project management, transit priority systems, statistics, and construction project management.

The Opportunity
- Multimodal Project Leadership: Serve as the technical engineering lead for small scale multimodal roadway projects during the Planning phase and manage those projects during the Design and Implementation phases. This includes:
- Traffic and Safety Expertise: Collaborate with team to lead the engineering aspects of traffic and safety studies, working in tandem with the Traffic Management Division, Public Works, and City Planning teams. Key projects include the Seminary Road West Traffic Safety Study, the S. Pickett Street Corridor Improvements, Turn Calming Implementation on Duke Street, Yoakum Parkway Corridor Improvements, and Safe Route to School design and implementation.
- Project Implementation Oversight: Manage the implementation of smaller-scale roadway projects, coordinating with T&ES operations staff, contractors, and the community to ensure timely and accurate implementation. Oversee post-installation monitoring to guarantee long-term success.
- Smart Mobility Integration: Work with the Smart Mobility Program to advance cutting-edge Adaptive Signal Control, traffic data mapping, and ITS projects that optimize transportation system management.
- Supervision: Supervise Field Technicians and various Contractors through sign and pavement marking installation, various modular devices installation, and signal timing adjustments.
- Creative Roadway Design: Drive the development of innovative roadway designs that improve multimodal transportation options, ensuring safe and accessible routes for cyclists, pedestrians, drivers, and transit users.
- Traffic Calming Initiatives: Collaborate with the Transportation Planning team to design and implement traffic calming measures through the City's Neighborhood Transportation Improvement Program, enhancing safety and livability in local communities.
- Resident Engagement and Communication: Engage with residents through 311 services, addressing transportation concerns and inquiries with professionalism and responsiveness.
- Collaborative Development Review: Support review of new development proposals, ensuring that multimodal transportation engineering and traffic considerations are integrated. Advocate for the Transportation & Environmental Services (T&ES) perspective in all aspects of development and area-wide planning.
- City Representation and Leadership: Represent the City at board, commission, City Council, and state and regional meetings. Assume the duties of the Division Chief in their absence, ensuring continuity and excellence in leadership.
