Job Responsibilities
Assists with implementing the NPDES TS4 program. Responsibilities include participating in permit negotiations, facilitating training sessions, reviewing and developing technical documents, and utilizing various computer software to ensure compliance with the requirements of the U.S. Environmental Protection Agency (EPA) and the South Carolina Department of Environmental Services (SCDES).

Assists with the development of new standards and specifications for erosion control products and post-construction water quality Best Management Practices (BMPs). This includes aiding in the preparation of standard specifications, drawings, guidance manuals, and conducting evaluations of new products.

Supports the Stormwater Manager and consultants in editing and analyzing data to generate reports and documentation for submission to SCDES in compliance with TS4 permit requirements. Provides support to various SCDOT divisions, including Preconstruction, Construction, Environmental, and Maintenance, regarding NPDES compliance and regulatory requirements.

Assists with conducting Quality Assurance (QA) reviews of SCDOT projects to ensure compliance with NPDES requirements. Utilizes current resources, such as topographic maps, SCS Soils Survey, FEMA Floodway Maps, and aerial photographs, to determine drainage areas, land use characteristics, and runoff potential. Performs field investigations to verify drainage characteristics, structure stability, and the accuracy of survey data. Performs other related duties as assigned.

Minimum and Additional Requirements

A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management and four (4) years of engineering or construction management work experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.

The physical demands for the essential functions involves sitting or standing at a desk for extended periods of time. This position may require occasional travel. May require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal business hours or respond to emergency situations.
