General Description
The City of Madison's Department of Transportation (DOT) is looking to hire a Transportation Planner!
This position helps fulfill the mission of our agency by advancing Madison's sustainability, safety, and equity goals through innovative transportation planning initiatives. This role leads the implementation and maintenance of the City's Complete Green Streets policy while supporting other key transportation plans, programs, and policies. By collaborating across departments, engaging with stakeholders, and refining planning processes, this position ensures Madison's transportation system is equitable, efficient, and sustainable.
This is professional transportation planning work within the City of Madison's Department of Transportation. This position primarily involves the collection and analysis of transportation data, development of planning documents and visual materials, engagement with diverse and multicultural community members and stakeholders, and providing analysis and recommendations regarding transportation strategies, policies, and programs. A key responsibility of this role is managing the implementation and maintenance of the Complete Green Streets (CGS) policy, ensuring its integration into city plans and projects through collaboration with internal and external partners. Additionally, this position will support other relevant transportation initiatives, projects, and planning efforts.
This work relies on creative approaches to issues facing the City, consideration of the immediate and future impacts of decisions, and participation in internal process improvements. This work is characterized by acquired expertise in the development and application of transportation, land use, community development plans, strategies and standards, progressive experience with complex projects and project management, increased effectiveness with written and verbal communication to a wide variety of audiences, and coordination of internal process improvements as assigned.

Examples of Duties and Responsibilities
Project Management - Complete Green Streets (CGS) Program Management
- Serve as the City's CGS expert, addressing staff and public inquiries related to street types, street design guides, priority areas, and integration with other plans and projects.
- Lead an interdepartmental team to review and update the CGS Guide, including associated maps, resources, and the CGS checklist for project documentation and compliance.
- Collaborate with project teams on training, CGS integration, equity-focused engagement, and documentation of project outcomes.
- Create and maintain engagement materials to clearly and effectively communicate CGS processes.
- Monitor CGS outcomes, conduct post-project evaluations, and recommend program improvements.
Supporting other Projects, Programs, and Planning Efforts
- Advance transportation projects and planning efforts to enhance the use and safety of pedestrian, bike, and transit networks using innovative designs and policies.
- Prepare engaging, clear, and professional reports, presentations, and other materials for public and stakeholder engagement and presentation to City boards and commissions.
- Identify, collect, and utilize data appropriate for the planning work, utilizing GIS, surveys and other data analysis tools.
- Assist with grant applications, administration, and reporting.
- Participate in the Vision Zero Steering Committee and contribute to the work plan.
Professional Development and Learning
- Stay informed on the latest in complete streets policies, guidance, and design innovations.
- Understand and navigate the City's project development process to ensure CGS compliance.
- Familiarize yourself with Madison's multimodal transportation networks by actively experiencing them-whether by walking, rolling, biking, or using transit-to gain a deeper understanding of how these systems function and interact.
- Understand how accessibility requirements (e.g., The Americans with Disabilities Act, Public Right-of-Way Accessibility Guidelines) and universal design principles integrate with CGS to ensure the program enhances accessibility and meets the diverse needs of all users.
- Engage with stakeholders and explore best practices to understand the needs of diverse transportation users-including emergency responders, businesses, transit users, cyclists, pedestrians, and delivery vehicles-and apply this knowledge to help balance and prioritize these needs in various contexts.

Minimum Qualifications
- Two (2) years of professional planning experience pertinent to the position, similar to that of a Planner 1 at the City of Madison. AND
- Bachelors Degree in Architecture, Landscape Architecture, Urban Studies, Urban and Regional Planning, Geography, Community Development, Real Estate Development, Civil Engineering, and other related studies or programs.

- Theories, principles, and practices of applicable transportation and land use planning.
- Transportation planning policies, principles, practices, and methodologies, including land use/travel demand relationships, accessibility, and integration of the different modes of transportation.

- Geographic information systems (GIS), and data collection and analysis methods related to land use and transportation planning.
- Project management techniques and leadership principles and practices.
- Computer software applicable to the duties of the position, including Microsoft Office Suite software (Word, Excel, PowerPoint).
Familiarity with the following:
- Complete Streets policies and the use or design of innovative transportation treatments, such as those presented National Association of City Transportation Officials (NACTO) design guides.
