COMPENSATION & BENEFITS:
0-3% Merit upon successful completion of the probationary period and 0-3% annual merit increases thereafter based upon evaluation score.Benefits include:

Performs difficult work coordinating and supervising the County's DART Public Transit Program and staff; performing related work as apparent or assigned.

This is a safety sensitive position and is subject to random and pre-employment drug and alcohol screening.

Work is performed under the general direction of the Manager Community Services.

Supervision is exercised over subordinate personnel.

ESSENTIAL FUNCTIONS

  • Plans, organizes, assigns, supervises, reviews and evaluates assigned staff; monitors caseload of assigned staff and assigns work accordingly.
  • Recommends selection of staff; trains staff in work procedures; administers discipline as required.
  • Provides dispatching services related to transportation activities, as required.
  • Provides input into the budget and goal setting processes.
  • Ensures program meets grant requirements, develops grant reports, participates in grant application process and submits requests for reimbursement.
  • Develops, implements and monitors new and revised operational policies and work procedures; determines most efficient and economical routing and mode of transportation.
  • Plans, develops and implements effective driver and vehicle operations for area of coverage; responsible for the vehicle operations within established geographic boundaries, providing services directly with County vehicles and personnel.
  • Assists the general public, customers, and/or county employees in person, by telephone and/or e-mail answering inquiries related to department services, programs, and records; receives complaints and attempts to resolve them; explains rules, policies, and procedures; researches questions, when appropriate, to provide accurate information; resolves issues and/or directs customers to the appropriate department/individual for resolution.
  • Reviews and analyzes current and future transit routes and schedules as they relate to ridership and program operations; participates in route design.
  • Coordinates the vehicle maintenance and training of assigned staff; provides training to staff on special equipment, such as wheelchair lift and associated tie downs; ensures that staff is operating courteously and in an efficient manner in accordance with quality objectives; schedules drivers and assigns routes.
  • Ensures compliance with Nevada Department of Transportation (NDOT), Federal Transit Administration (FTA), Nevada Highway Patrol (NHP), Federal Motor Carrier Safety Administration (FMCSA), Americans with Disabilities Act (ADA), Aging & Disability Services (ADSD) and Department of Motor Vehicles (DMV) rules and regulations. Implements, coordinates, and prepares for safety audits.
  • Researches and identifies opportunities for service and procedural improvement; provides recommendations reviews with appropriate management staff; implements as appropriate.
  • Organizes and conducts training sessions.
  • Complies with and implements safety programs and related policies and procedures.
  • Receives payments and balances monies.
  • Maintains files, databases, and records related to transit operations; prepares a variety of written reports and correspondence.
  • Prepares and presents staff reports and other written materials; maintains reports, records, and files; ensures documentation of operations and activities.
  • Performs Driver duties as required.
  • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a team.
  • Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
  • Contributes effectively to the accomplishment of team or work unit goals, objectives, and activities.

  • QUALIFICATIONS

    • Position requires a High School diploma or GED and 4 years of experience planning, organizing, supervising staff related to transportation services or Program Management; OR an equivalent combination of education, training and experience.
    • Class B Commercial Driver's License, with Passenger endorsement, within one (1) year of date of employment.
    • First Aid and CPR certification within six (6) months of date of employment.

    Compensation
    Douglas County's compensation system is based on Pay for Performance wherein employees are eligible for annual performance evaluations. The current structure consists of merit increases up to 3% on a qualifying employee's anniversary and Cost of Living Adjustments based on the Consumer Price Index during the first pay period of each fiscal year. The COLA will be up to 5% depending on the CPI each year. Additionally, eligible employees can be recognized for outstanding performance, above and beyond the call of duty, and receive additional compensation through the Recognition of Excellence Program.
