Project Overview:
The National Environmental Satellite, Data, and Information Service (NESDIS) provides timely access to global environmental data from satellites and other sources to promote, protect, and enhance the Nation's economy, security, environment, and quality of life. Through the Web, we convey and amplify our core mission stories letting the public, stakeholders, and partners know how we are working for them to provide information and resources to understand and predict changes in climate, weather, oceans and coasts. It is our obligation to use our websites and social media channels to present timely information and data to the public. As part of policies for the Federal Government, which includes the IDEA Act, NESDIS is modernizing our web presence to improve the Customer Experience (CX) to offer more services and information to a variety of audiences (both technical and non-technical).
As technology continues to rapidly change, it is critical that NESDIS keep up with digital trends and federal web strategies, including mandates to accelerate efforts to make government information available to Americans anytime, anywhere, and on any device as well as improving upon CX and introducing plain language models.
The User Experience Designer / Information Architect is part of a highly collaborative, multi-disciplinary team focused on improving usability, user experience, and driving user adoption and engagement. They are responsible for conducting user research, analysis & synthesis, persona development, interaction design, and usability testing to create products that satisfy our customers. Focuses on how information is organized on the website and how effectively the website facilitates finding information, communicating that information, and supporting user task completion. With knowledge of audience and business goals, defines the structure and navigation of the website, taking into account usability, user requirements, and overall design. Works with subject matter experts to develop site maps, annotated page layouts, personas, prototypes, storyboards and other artifacts to capture the target website organization. Works closely with the Visual Designer and Developers to ensure the product iterations released meet user satisfaction goals. Experience with Federal Design standards including the IDEA act and CX modernization. Experience in working with omnichannel digital experiences.

Primary Responsibilities:
- Conduct stakeholder interviews, user requirements analysis, task analysis, conceptual modeling, information architecture, interaction design, and usability testing
- CX understanding and ability to make recommendations to the team
- Design and specify user interfaces and information architecture
- Human-centered design knowledge and experience
- Lead participatory and iterative design activities, including observational studies, customer interviews, usability testing, and other forms of requirements discovery
- Produce user requirements specifications & experience goals, personas, storyboards, scenarios, flowcharts, design prototypes, and design specifications
- Effectively communicate research findings, conceptual ideas, detailed design, and design rationale and goals both verbally and visually
- Plan and facilitate collaborative critiques and analysis & synthesis working sessions
- Work closely with visual designers and development teams to ensure that customer goals are met and design specifications are delivered upon
- Designs and develops primarily internet/web pages and applications
- Develops proof-of-concepts and prototypes of easy-to-navigate user interfaces (UIs) that consists of web pages with graphics, icons, and color schemes that are visually appealing
- Researches user needs as well as potential system enhancements
- Has familiarity to, or may actually: code, test, debug documents, and implement web applications using a variety of platforms
- Planning, recruiting, and facilitating the usability testing of a system
- Analyzing and synthesizing the results of usability testing in order to provide recommendations for change to a system
- May create such artifacts as Usability Testing Plan, Testing Scripts, and Usability Testing Report
Required Skills & Qualifications:
- Deep knowledge of UX methods to produce products that meet customer expectations
- Ability to make website information easy for users to find and interact with
- Ability to understand user and business needs to define best structure of website design
Desired Skills & Qualifications:
- Experience with Federal Design standards including the IDEA act and CX modernization
- Experience in working with omnichannel digital experiences
Education/Experience:
- BS/BA degree or equivalent experience
- 3+ years of experience in Information Architecture, digital visual design, User Interface (UI) design
- 2+ years' experience with UX and CX to include graphic and web
