Description
Manages the Utilities Engineering Division to ensure timely completion of capital improvement projects, provides design services and engineering support to utility operations, and ensures review and approval of residential, commercial and industrial development plans.
**Salary will be determined by qualifications of candidates who exceed the minimum requirements as outlined within the job description. **

Essential Functions

Directs the review of project reports, engineering plans, construction specifications, and contract documents prepared by in-house staff and outside consultants.
Coordinates implementation of capital improvement projects and ensures projects are on schedule.
Manages project activities including project scope and fee proposals, negotiating design contracts with outside consultants and approving invoices, approving design change orders, miscellaneous work orders and purchases orders.
Drafts, modifies, and reviews agreements for utility operations including utility service, territorial, consultant, development and utility relocation agreements.
Coordinates monthly compilation of project cost data for ongoing projects and prepares annual capital Improvements Programs (CIP) reports, needs, costs and implementation schedules.
Provides input on construction and Utility relocation projects and interprets County policies and regulation on development related projects.
Provides input to other Utility Divisions and County Departments to facilitate efficient day-to-day operations. Evaluates impacts on utilities due to annexations/road projects, etc., and conveys utility concerns to other County departments and other government agencies.
Prepares, coordinates and reviews department BCC agenda items and discussion reports for presentation with Director.
Reviews easements and land requirements and participates in decisions on land condemnation for division's projects.
Prepares and monitors department budget consistent with County and department objectives.
Responsible for various personnel matters including hiring, discipline, training, and development, performance appraisals and related activities.
Additional Duties:

Performs other related work as required.
In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.
Minimum Qualifications
Bachelor's degree in engineering, Business/Public Administration, or Environmental Science. Alternately, a license related to operation or construction of water/wastewater utilities may substitute for the college degree. Ten years of progressively responsible experience in a water and/or wastewater utility, including five (5) years of supervisory experience.
A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

Additional Requirements
Must possess and maintain a valid Florida Driver's License.
Ability to evaluate information, make decisions and coordinate programs efficiently.
Ability to communicate effectively both orally and in writing.
Ability to deal tactfully and effectively with subordinates, other County personnel, various technical groups and the public.
Must have a strong background in leadership for major organization.
Ability to understand, interpret and evaluate water, wastewater and/or reclaimed water engineering issues.

All employees must attend Seminole County Required Trainings.

Department Specific trainings per position may be required.

Reviews monthly reconciliation report issued by business office. Updates department director regarding trends or significant impacts

Provides input to other Environmental Services Divisions and County Departments to facilitate efficient day-to-day operations. Evaluates impacts on utilities due to annexations/road projects, etc., and conveys utility concerns to other County departments and other government agencies.

Provides updates to the department director and managers regarding existing and/or potential impacts

Responds to citizen complaints and otherwise confers with the general public, community groups, City and County officials, and County staff regarding utility engineering matters.

Ensures an initial response is provided to e-mails and voicemails within 24 hours (with the exception of emergencies)

Coordinates monthly compilation of project cost data for ongoing projects and prepares annual capital Improvements Programs (CIP) reports, needs, costs and implementation schedules.
Provides updates to the department director and managers regarding the annual capital improvements program (CIP) concerning costs, schedules and progress of design and construction.

Health Insurance:Health Insurance is effective the first of the month after completing 30 calendar days of employment. Seminole County offers a Point of Service (POS) plan. Dependent coverage is also available, the cost is split between the employee and employer. This benefit is not extended to part-time employees.
Life Insurance: Life and Accidental Death & Dismemberment Insurance for employees, equal to one times annual salary. Not extended to part-time employees.
Long-Term Disability: Provides 60% of salary after 6 months of disability. Not extended to part-time employees.
Optional benefits (employee-paid) for full-time employees:
Deferred Compensation Plan (457): Employees may choose to have pre-tax payroll deductions made for deposit into this savings plan up to an IRS-established maximum.
Dental Insurance: A choice of 3 plans is available for employees and dependents at employee expense.
Additional Life Insurance: At employee expense, additional life insurance up to five times annual salary; dependent coverage also available.
Short-Term Disability Insurance: 60% of salary for the first six months of disability at employee expense.
Cancer and Specified Disease: Pays a benefit directly to the employee if being treated for this disease.
Flexible Spending Account: Apre-tax account for childcare and un-reimbursed medical expenses.
Pre-Tax Payroll Deductions: Under Section 125 of the IRS Code, certain payroll deductions for insurance coverage may be taken out prior to income being taxed.
