Job Title: Utility Field Services Manager

POSITION OVERVIEW

The Utility Field Services Manager position has a strong focus on delivering "best in class" Water Utility Services under the Director of Public Works. Water Utility Services include drinking water production and distribution, wastewater collection, wastewater treatment and reclaimed water services. It requires strong leadership and interpersonal skills and the ability to work effectively with a diverse work group including contract operations. The work groups include water line maintenance, wastewater line maintenance, support services, and SCADA support.

ESSENTIAL DUTIES
  • Manages and reports on daily operations of the Utility work groups.
  • Coordinates various service activities e.g. new installations, repairs, and preventative maintenance; manages work schedules to ensure appropriate support is maintained as required.
  • Best management practices, processes, and procedures related to Utility systems.
  • Responsible for driving customer satisfaction. Works closely with stakeholders to assist in providing robust solutions, while providing integral feedback.
  • Monitors and forecasts short and long term needs for budget, staffing, equipment, material, and contract service needs.
  • Practices emergency management response, recovery and prevention techniques.
  • Monitors and manages training and development of staff.
  • Manages direct report overtime, schedules, and performance reviews.
  • Drives efficiency, process improvement, cost containment, and innovation.
  • Builds and maintains a culture of "ownership" of locations or assets assigned.
  • Drives data governance within the direct team for all entries into systems used in the maintaining of equipment.
  • Establishes clear understanding of the workflow requirements for all field service technicians and to set clear expectations for accurate, real-time work order updates.
  • Ensures all safety protocols are adhered to.
  • Manages compliance, correspondence, and coordination with regulatory agencies.
  • Performs other duties as assigned.


KNOWLEDGE, SKILLS and ABILITIES
  • Knowledge of water and wastewater systems and streets and drainage restoration
  • Skill in Microsoft Office Suite and aptitude for learning specialized software programs
  • Skill in troubleshooting and maintenance repair
  • Ability to work as a team player and stay positive and calm regardless of circumstances
  • Ability to communicate directly and effectively.
  • Ability to pay attention to detail and maintain accuracy and flexibility.
  • Ability to learn quickly and adapt to changes.
  • Ability to maintain effective working relationships with co-workers, subordinates, supervisors and the general public.
  • Ability to lead a crew of Field Services utility technicians, supervisors, and superintendents.
  • Ability to establish and maintain good working relationships with other City employees, stakeholders, and the public.


EDUCATION, CERTIFICATIONS, LICENSES & EXPERIENCE
  • Bachelor's degree and at least 4 years of prior relevant experience.
  • Eight (8) years of related experience will be considered in lieu of a degree, with a minimum of three (3) years in a supervisory role.
  • Must have a Class "B" Water Distribution and Class "III" Wastewater Collection or equivalent license issued by the Texas Commission on Environmental Quality or ability to obtain license within 12 months of employment.
  • State of Texas Class C driver license.


PHYSICAL DEMANDS/WORKING ENVIRONMENT

The work environment involves high risks with exposure to potentially dangerous situations or unusual environmental stress that require a range of safety and other precautions, e.g., working at heights, working in manholes and vaults, working in construction sites, frequent/extended exposure to outdoor weather conditions, requirement to work in extreme weather conditions.

Must be able to ascend and descend a ladder.

Must be able to sit for long periods of time, working on a computer.

Must be able to lift 50lbs, stand, stoop, bend, crawl, twist, and walk.
