Description
Serves as division manager in supervising and administering the operations of the Town's wastewater treatment plant, lab, and maintenance operations.
Examples of Duties
WORK ACTIVITIES:
- Directs, assigns, and inspects work assigned to supervisory or lead crew staff and work crews engaged in the operations of the wastewater treatment plant.
- Serves as the Town's liaison to regulatory authorities responding to requests for information and other reporting requirements related to those the plant, lab, and maintenance divisions.
- Implements new ideas and suggestions to improve or enhance the effectiveness for the plant, lab, and maintenance divisions.
- Prepares and administers budgets for the plant, lab, and maintenance divisions.
- Ensures effective operational and financial management through forecasting, reviewing budgetary submissions, and auditing expenditures.
- Develops and administers a preventative maintenance program for wastewater treatment, and facilities to maximize reliability.
- Oversees the Wastewater Treatment Plant Capital Improvement Program activities.
- Develops, evaluates, and monitors the goals and objectives and the long-range plans, policies, and procedures for the plant, lab, and maintenance divisions.
- Develops and administers personnel and operational policies and procedures and provides training and direction necessary to increase the productivity and efficiency of personnel and functions.
- Executes personnel related managerial and supervisory functions to include hiring, training, delegating work assignments, evaluating, counseling, disciplining, and other related tasks for the plant, lab, and maintenance divisions.
- Performs continual inspections of operational, administrative, and personnel functions and activities to identify any inefficiencies and ineffectiveness and then implements corrective workable solutions.
- Purchases and maintains operational supplies, equipment, and materials for the plant, lab, and maintenance divisions.
- Maintains a physical inventory and fixed asset record of all materials, equipment, vehicles, and supplies for the plant, lab, and maintenance divisions.
- Adheres to and ensures employees adhere to personnel and safety policies and procedures.
- Performs other duties as assigned.
- May work extensive hours as needed.
Minimum Qualifications
BASIC QUALIFICATIONS:
- A High School Diploma or General Equivalency Diploma (GED) is required.
- A four (4) year degree in engineering or related field is preferred but not required.
- A minimum of eight (8) years of management, supervisory, and budgetary experience, or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities is required.
- Must have a valid Texas Driver's License and driving record must be in compliance with Town policy.
EDUCATION:
- A Professional Engineers License as issued by the State of Texas is preferred but not required.
- Texas Commission on Environmental Quality (TCEQ) "B" Wastewater Operator certification and a "C" Water Distribution certification are preferred.
WORK EXPERIENCE:
- Must have eight (8) or more years of progressive water distribution and sewer conveyance, and treatment system experience.
Must submit to and pass a post-offer, non-regulated drug test and thorough background checks (including criminal history.)

KNOWLEDGE / SKILLS / ABILITIES:
- Must have extensive knowledge of state and federal regulations and requirements for operating and maintain a Class "B" Wastewater Treatment Facility, Wastewater Lift Station, Water Pumping Stations, and Water Storage Facilities.
- Must have extensive working knowledge of wastewater treatment techniques and procedures, operations and administration, knowledge of potable water operations and administration.
- Must have skills in reading and interpreting engineering drawings, plans, and specifications.
- Must have excellent managerial, supervisory, organizational, training, customer and public relations, mathematical, personnel management, and budgetary skills.
- Must have excellent verbal and written communication skills.
- Must be able to exercise good judgment, make competent decisions, manage multiple projects, prioritize and organize work assignments, meet deadlines, and work well under pressure and stress.
- Must be able to maintain a professional and pleasant demeanor at all times.
- Experience in construction, maintenance, or project management is preferred.
