Over 50 million passengers traveled through Phoenix Sky Harbor International Airport in 2024, one of the busiest airports in the country in the nation's 5th largest city. Sky Harbor is the largest of three airports in the Phoenix Airport System (Phoenix Sky Harbor, Deer Valley, and Goodyear airports) which is operated by the City of Phoenix Aviation Department and has an economic impact over $44 billion annually.

The City of Phoenix Aviation Department is seeking a highly qualified Project Manager for Vertical Transportation to oversee the maintenance and repair of the Airport's Vertical Transportation systems, including elevators, escalators, and moving walkways, across Sky Harbor International Airport, Deer Valley Airport, and Goodyear Airport. This role is pivotal to ensuring the operational efficiency and safety of these systems in a fast-paced, dynamic environment.

The Vertical Transportation Operations & Maintenance Project Manager position will also be responsible for writing, negotiating, awarding, and administering service contracts relating to vertical transportation. Work requires the use of initiative and judgement and is performed within designated limits under the general direction of his/her supervisor. This position is located at Sky Harbor International Airport and will report to the Facilities & Services Division located at 2515 E. Buckeye Rd, Phoenix AZ 85034.

The essential or major duties of this position are:
  • Monitors contract expenditures and prepares written reports.
  • Investigating injury i.e. slip and falls and elevator entrapments.
  • Conducting regularly scheduled meetings with the contract vendor.
  • Investigates and resolves customer concerns and complaints or inquiries.
  • Resolves discrepancies in contracts and prepares written documentation.
  • Maintains and retrieves contracts and payment ordinances utilizing eProcurement/SAP.
  • Reviews and approves contractor invoices to ensure conformance to contract standards and rates.
  • Ensures that safety inspections, work orders, logs, and reports are being accurately maintained by the contracted vendor.
  • Oversees and ensures that preventative maintenance and repairs are being performed to City and contract standards.
  • Inspects the refurbishment of elevators/escalators/moving walkways in partnership with Design and Construction Services.
  • Evaluates equipment conditions and assists with the development of a 10-year capital improvement program for vertical transportation.
  • Provides assistance with the development of the new vertical transportation contract and coordinates the renewal and contract extension.
  • Monitors contractor performance against contract specifications and scope of work to ensure compliance with contracts and review payment invoices for accuracy.
  • Monitors the progress of the T4 Modernization project and providing feedback to the project team as it relates to the new vertical transportation equipment.
  • Oversees the vertical transportation contract to ensure that equipment is operating safely and within regulatory code compliance to include City policies and State and Federal Laws, ordinances, rules, and regulations.

IDEAL CANDIDATE

  • Proficient using Microsoft Office 365.
  • Excellent communication and writing skills.
  • Strong decision-making skills and effective at problem solving and negotiating resolutions.
  • Familiarity with major vertical transportation equipment manufacturers (e.g., Otis, Schindler, Kone).
  • Familiarity with industry regulations and standards related to vertical transportation in airports (e.g., FAA, ADA, local building codes).
  • Ability to manage the lifecycle of projects, from concept to completion.
  • Ability to provide clear and concise project status updates to stakeholders.
  • Ability to manage project budgets, forecasting costs, and controlling project expenses.
  • Ability to develop and maintain effective working relationships with employees, business partners, tenants, customers, and representatives of governmental agencies.

SALARY

Pay Range: $69,492 to $131,040 annually.

Hiring Range: $69,492 to $97,780 annually.

MINIMUM QUALIFICATIONS

  • Four years of responsible experience in urban development, redevelopment, business assistance, capital improvement, design and/or construction projects at a level which required supervision or participation in the planning and programming processes.
  • Bachelor's degree in public or business administration, urban planning, architecture, engineering, construction management, economics, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Experience with contract negotiation and administration.
  • Experience identifying, analyzing, and mitigating project risks.
  • Experience with codes, standards, and construction practices.
  • Experience managing external contractors, suppliers, and vendors.
  • Experience with Commercial / Governmental / Municipal organizations.
  • Experience developing scope of work, project award / procurement process.
  • Experience working in or managing projects at large hub airports or complex transportation facilities.
  • Experience writing business reports, contracts, scope of work, creating presentations, and delivering to management.
