Position Description
Under the direction of the President/Superintendent, the Vice President, Administrative Services, serves as the District's Chief Business Officer, providing leadership for the district's business and financial services and the district's budget. The Vice President also oversees operations of the college's facilities, including planning and development, grounds and maintenance, technology services, safety and security, auxiliary services, general services, grants management, and risk management. In addition, the Vice President recommends and develops policies and administrative procedures related to district goals and strategic planning, local taxation, state financial support, federal funding, and other sources of revenue. As an executive-level position, the Vice President actively participates in district-wide participatory and shared governance committees.
Duties and Responsibilities
Serves as the chief advisor to the President on strategic matters related to budget development, finance and business affairs, facilities services, legal, risk management, safety and security, information technology, and other critical administrative concerns. Provides leadership and oversight of various departments, including bond construction and capital projects, Fiscal Services, Information Technology Services, Campus Police Services, Facilities and Maintenance, Civic and Smith Center Operations, Purchasing, Contracts, and Auxiliary Services, and the Grants Office. Plans, organizes, controls and directs the formulation of fiscal and general business policies and procedures and recommends approval to the President/Superintendent and the Board of Trustees. Provides consultation and technical expertise to the President/Superintendent, the Board of Trustees, administrators, personnel, outside agencies, and the public concerning the operations, activities, and related functions of the Administrative and Technology Services division. Assures the district's fiscal integrity and financial solvency by conducting long-range financial planning, managing fiscal processes, ensuring effective internal controls, and the appropriate use of funds to achieve district objectives and goals. Analyzes and reviews budgetary and financial data and authorizes expenditures to maintain budget controls following established policies and procedures. Oversees the annual district audit and implements the auditor's recommendations. Leads the planning, implementation, and administration of the security of all district information systems and technology in support of its instructional and administrative functions. Manages the district's risk management programs, mitigates risk and assures adequate insurance coverage of district property and personnel. Coordinates with other vice presidents for any legal issues and risks. Supervises, manages and negotiates construction, contractual and public bidding processes, maintenance, and other college business contracts. Coordinates architectural, engineering, and design proposals for constructing or renovating new facilities. Leads and coordinates business development and other non-apportionment programs and services to supplement district funding. Directs the managers within Administrative Services, enabling them to carry out their respective roles effectively; oversees the program review of these departments. Responds to inquiries, resolves issues and conflicts and provide detailed and technical information concerning related laws, codes, standards, requirements, goals, objectives, rules, regulations, policies and procedures. Serves as a liaison between the district, local, state, and federal agencies, the community, and other outside organizations regarding issues related to the area of responsibility. Consults with various governance groups in implementing specific plans, programs, and services that have institutional effects. Directs the preparation and maintenance of various narrative and statistical records, files, and reports related to area programs, projects, budgets, compliance, services, systems, financial activity, personnel and assigned duties. Assures mandated reports are completed and submitted to appropriate local, state or federal agencies according to established timelines. Reviews and approves items submitted by the functional areas managed for presentation to the Board of Trustees via the President/Superintendent. Supervises and evaluates the performance of assigned personnel; interviews and selects employees and recommend transfer, reassignment, termination and disciplinary actions. Effectively engages and supports historically minoritized groups by addressing equity issues and improving culturally responsive service-oriented practices. Performs other relevant duties as assigned by the President/Superintendent. Knowledge Of:
Understanding business processes and operations, grants and contracts, budgeting and resource management processes. Experience in enterprise resource planning (ERP). Extensive knowledge of accepted best practices in information security. Knowledge of key state regulations such as accounting and financial procedures, the California Education Code, the California Code of Regulations Title 5, and union negotiations. Knowledge of governance in a community college setting. Knowledge of applicable federal, state, and local laws, codes, and regulations. Effective leadership principles. Minimum Qualifications
Possession of a MBA, MPA, Master's in finance or related field;
AND
A minimum five (5) years recent senior level experience. Experience in a community college environment is highly desirable, as well as an understanding and commitment to the mission of the California Community Colleges;
AND
Commitment to community college goals/objectives of being an equity-based and anti-racist institution, and providing quality programs and services for culturally, socio-economically, ethnically, and academically diverse students and students with disabilities; personal qualities to work effectively and with sensitivity in a multicultural environment; awareness of and commitment to the needs of non-traditional and/or re-entry students with diverse abilities and interests;

Must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practices.
