SUMMARY

The Vice President (VP), Financial Policy will play a critical role influencing the future of health care financing and delivery in California. In collaboration with the CHA Financial Policy team, the VP will oversee a portfolio of hospital and health system financial policy issues, provide strategic guidance on legislative and regulatory matters, and support hospitals and patients in the context of the state's health care affordability efforts, including under the Office of Health Care Affordability. The ideal candidate will have a record of impact in health care policymaking; background or interest in health care finance and economics; experience using evidence, data, and storytelling to effectively advance a policy position; and the ability to clearly, concisely, and compellingly communicate with diverse audiences.

MAJOR DUTIES AND RESPONSIBILITIES
  • Affordability and Finance Portfolio: Works with the Group Vice President, Financial Policy on the development and execution of priority policy initiatives related to the Office of Health Care Affordability and other policy issues and duties, as assigned.
  • Issue Management: Provides leadership over a portfolio of financial policy issues, including legislative and regulatory proposals and actions. Tracks and analyzes legislation and regulations impacting assigned issues. Provides expert guidance on implications of policy proposals and challenges and advocates for effective solutions. Stays current on assigned issues and keeps membership and colleagues informed.
  • Policy Development: Formulates and advocates for policy positions and proposals that align with CHA's goals. Crafts strong, evidence-based arguments to support policy initiatives. Supports the drafting of legislation and amendments, regulatory language, and related advocacy materials.
  • Internal and External Communication: Effectively communicates with a variety of audiences, including CHA leaders and staff, hospital leaders, government officials, legislators, and other stakeholders. Builds relationships and coalitions with other advocacy organization leaders. Shares information appropriately with CHA members, staff, and others. Speaks publicly before members and at legislative hearings, public meetings, conferences. Writes and reviews news articles, policy papers, comment letters, and other communications.
  • Professional Conduct. Performs all duties in a professional, accurate and timely manner. Participates in internal team activities, including attendance at meetings, preparation and management of budget, and compliance with personnel and department policies. Handles requests by colleagues, CHA members and others with courtesy and professionalism. Keeps confidential information confidential.

REQUIREMENTS
  • Bachelor's degree in related subject area or bachelor's degree and relevant work experience.
  • Previous experience working on legislative, regulatory, and public policy issues.
  • Understanding of the federal and state regulatory process.
  • Experience and interest in financial policy issues and using evidence and data to effectively advance a policy or strategic position.
  • Ability to bring together diverse groups in a collaborative and effective manner.
  • Possess outstanding oral, written, and public speaking communication skills.
  • Experience and capability communicating effectively with health care leaders and top policymakers.
  • Ability to effectively manage projects, turning concept into reality.
  • Ability to analyze proposed legislation and regulations and effectively write position papers and documents.
  • Ability to organize, plan, work independently, handle multiple projects, and work well under pressure.
  • Ability to work under minimal supervision.
  • Proficiency with Microsoft Office products, including Word, PowerPoint, Excel, and Outlook.
  • Possess excellent customer service skills.
