As we pursue strategic growth, we're seeking a dynamic and experienced Vice President of Business Development and Program Management to lead our growth initiatives, expand our market presence, and secure key government and commercial contracts.

The Vice President of Business Development is a strategic leadership role responsible for driving revenue growth, cultivating client relationships, and leading all capture, proposal, and business development activities across PERIKIN's core markets. This individual will collaborate with executive leadership to shape the company's long-term growth strategy, lead opportunity identification, and ensure successful execution of business development plans in alignment with corporate objectives. The ideal candidate brings deep experience in the federal contracting space, strong capture and proposal management skills, and a proven track record of winning complex government contracts.

This position is currently eligible for a remote work schedule.

PRIMARY JOB DUTIES

Growth Strategy & Market Expansion
  • Develop and execute a multi-year business development strategy aligned with PERIKIN's long-term vision and capabilities.
  • Identify new markets, clients, and partnership opportunities across federal and commercial sectors.
  • Analyze market trends, competitor positioning, and client needs to inform go-to-market strategies.
  • Drive strategic initiatives to expand the company's presence in key federal agencies (e.g., DoD, DOE, NASA).

Pipeline Development & Opportunity Capture
  • Build and maintain a robust pipeline of qualified business opportunities.
  • Oversee the capture process from opportunity identification through contract award.
  • Lead gate reviews and ensure opportunities are aligned with operational capacity and financial objectives.
  • Collaborate with technical and operational teams to shape winning solutions.

Proposal & Bid Management
  • Manage the development of competitive, compliant, and compelling proposals in response to government solicitations (RFPs, RFIs, RFQs).
  • Lead or support pricing strategy development in collaboration with the CFO and proposal team.
  • Ensure effective proposal reviews, color team processes, and timely submissions.
  • Continuously improve proposal development processes, tools, and templates.

Client Relationship Management
  • Establish and strengthen relationships with current and prospective clients, including senior government decision-makers and industry partners.
  • Serve as a primary external representative of PERIKIN at industry events, conferences, and meetings.
  • Foster long-term partnerships with primes, subcontractors, and teaming partners.
  • Ensure high client satisfaction and contribute to strong contract performance through ongoing engagement.

Collaboration & Cross-Functional Leadership
  • Work closely with the CEO, COO, CFO, and functional leaders to align business development efforts with operational capabilities and financial goals.
  • Provide strategic input on staffing, pricing, and resource planning to support pursuit of new work.
  • Partner with marketing and communications teams to elevate brand visibility and reputation in target markets.

Program Management & Delivery Oversight
  • Oversee the execution of key programs and contracts, ensuring performance, compliance, and client satisfaction.
  • Provide leadership and guidance to program managers and delivery teams, aligning project execution with company standards and customer expectations.
  • Monitor program financials, schedules, deliverables, and risk to ensure on-time, on-budget execution.
  • Interface with clients and internal stakeholders to address issues, implement solutions, and ensure operational excellence.
  • Support resource planning, staffing, and organizational alignment to meet program needs.
  • Ensure adherence to quality standards, regulatory compliance, and contractual obligations across programs.


EDUCATION & EXPERIENCE
  • Bachelor's degree in Business, Marketing, Engineering, or related field (MBA or equivalent advanced degree preferred).
  • Minimum 10 years of business development experience in the government contracting space, with proven leadership in capture and proposal management.


KNOWLEDGE & SKILLS
  • Demonstrated success winning large-scale contracts in federal sectors such as defense, energy, or intelligence.
  • Deep knowledge of the government procurement lifecycle, FAR, DFARS, and federal acquisition strategies.
  • Exceptional relationship-building, negotiation, and presentation skills.
  • Strong leadership presence with the ability to inspire teams and influence stakeholders.
  • Experience using CRM tools, pipeline tracking systems, and proposal management platforms.
  • Active or eligible for a Top Secret security clearance.
  • Excellent written, verbal, interpersonal and presentation skills.
  • Demonstrated record of leadership, management, problem solving, and innovation.
  • Ability to analyze data and prepare proposals, budgets, financial models, and presentations.
  • Must be competent with Microsoft Office Suite and virtual meeting platforms.
  • Ability to obtain and maintain a "Top Secret" clearance.
  • Ability to pass a pre-employment background check.
  • Compliance with PERIKIN's drug testing policy.

  • Potential for up to 15% travel
  • Work in a safe and professional manner while adhering to all regulatory requirements (FAA, OSHA, DOT, EPA, State, and Federal regulations, etc.).
  • Read, hear, speak, and see with no restrictions, as required by job duties.
  • Comprehend and adhere to management directions and/or safety instructions with no restrictions.
  • Effectively communicate in Business English language.
  • Pull, push, carry, lift, or move items up to 10 lbs. throughout the work shift without assistance, as required by job duties.
