Position Title: Vice President of Compliance

Job Class: Full Time/Exempt

Reports To: President of Columbia Residential Properties, LLC.

Position Summary:

The Vice President of Compliance is responsible for protecting the owner's assets by developing and monitoring policies and procedures as it relate to program requirements to ensure compliance with regulatory agencies. The person in this position is responsible for coordinating all compliance activities related to affordable housing programs including but not limited to Low Income Housing Tax Credits, HOME, TCAP, NSP, 1602 Exchange, and Public Housing Authority programs ensuring compliance with all regulatory guidelines. He/she must demonstrate a proactive systematic approach to preventing non-compliance and complete all special projects as assigned. This position also is the lead for investigating any fair housing responses and employee training. This position is also our VAWA and reasonable accommodation coordinator.

Essential Job Duties and Responsibilities:
  • Communicate and work with property managers and portfolio managers requiring special information or guidance
  • Supervise and assist with mapping and lease-up of new properties
  • Oversight of the review and approval of initial certifications and re-certifications in the portfolio
  • Provide direct input in setting the priorities for the Department
  • Oversight of the scheduling of compliance site review schedules
  • Assist in preparing compliance activity summaries on a monthly basis
  • Responsible for the preparation and updating of manuals, forms, and other compliance materials
  • Oversight of internal, agency, and syndicator reports and requests
  • Oversight of development and presentation of ongoing in-house compliance training for the Low-Income Housing Tax Credit, HOME, TCAP, NSP, 1602 Exchange, and Public Housing Authority programs
  • Assist with the design, implementation, and maintenance of a uniform electronic filing system for all properties including application development documents, amendments/changes, restrictive covenants, cost certifications, 8609s, mapping, lease-up, audit reviews, and other documents related to the property during the affordability period
  • Assist with the implementation of a record retention system for the collection, storing, and purging of original documents according to regulatory requirements
  • Oversight of Annual Owner Certifications
  • Oversight of Affirmative Fair Housing Marketing Plan assignments of updates
  • Assist in verifying the accuracy of compliance data in Onesite and state data systems
  • Complete special projects as assigned
  • Perform other tasks as directed
  • Comply with all company policies and procedures and all applicable local state and federal laws
  • Work closely with Development on ongoing and future assignments
  • Establish strong working relationships with regulatory agencies
  • Supervise a team of compliance professionals and organize the department.

Education and/or Experience:
  • A high school diploma or equivalent is required
  • College degree preferred
  • Minimum of ten years of previous experience in the affordable housing industry

Required licenses or Certifications, if any:
  • Current driver's license and automobile insurance
  • Must have extensive experience in the oversight of compliance relating to the Low-Income Housing Tax Credit, HOME, TCAP, NSP, 1602 Exchange and Public Housing Programs
  • Must currently hold HCCP certification

Other Requirements:
  • Must be reachable at all times via phone except during approved time off
  • Must have excellent verbal and written communication skills
  • Must be proficient in Microsoft Office
  • Travel may be required
