The NRP Group is hiring for an exciting role that will be a significant value driver to the New York office. The hired individual will build on NRP's successful track record of creating high-impact affordable housing communities in the region.
Reporting to the regional SVP of Development, the Vice President of Development will lead acquisition and execution for affordable housing projects in upstate New York. Appropriate applicants will be strategic, driven, and entrepreneurial self-starters, who can work independently, and have a deep passion for affordable housing development.
This role requires a special someone with distinctive character traits. This person must be tenacious above all else - capable of confronting and overcoming the many obstacles that stand in the way of new affordable development. This person will be confident but low ego, driven but relational, focused but creative and adaptable.
The individual will have significant autonomy to source and execute on LIHTC opportunities financed by the state housing agency. As such the individual must demonstrate a strong understanding of the policy goals of the various involved agencies (most essentially, HFA) and, combining those with the company's economic goals, source opportunities for development. Existing relationships with personnel within relevant state / county / municipal agencies is a plus, but a desire to form and strengthen those relationships is essential.
While opportunities in NYC may arise on an opportunistic basis, the principal area of focus is in the company's established footprint from lower Westchester County up to the capitol region, and Long Island. Regular travel to these areas is required.
Over the last decade, NRP has made an increasingly significant investment in New York and this role will be heavily supported to achieve continued success. The VP will be joining a talented and productive local development team that is invested in each other's success and is energetic and enthusiastic about our work.
Essential Functions of the Candidate:
SKILLS & ABILITIES
Experience: 5+ years of multifamily real estate development experience along with knowledge of development best practices. Specific knowledge of 4% and 9% LIHTC underwriting and application required.
Technical Skills: Strong written communication skills; Experience in public presentations to elected / appointed government bodies; Proficient in Excel, PowerPoint;
Other Requirements: Demonstrated ability to create and execute successful projects completed on or ahead of schedule, on budget, with high quality and significant community impact. Strong negotiating and internal/external collaboration skills as well as sound political judgement. Desire to cultivate a regional public profile (e.g. through participation in panels, presentations to public and community boards, etc.)
Location:
This role can be remote or in person in the company's midtown Manhattan office. Travel to the origination areas is essential. While not required, the ability to regularly (if infrequently) be in person in the midtown office is a plus.
Compensation:
Base salary range $160,000 - $185,000 depending on experience. Meaningful bonus via project incentive structure. Corporate health care / 401K matching / vacation package.

- Source and maintain a pipeline of land for new development. Individual is expected to source and manage up to three (3) viable projects per year through the 4% and 9% funding cycles.
- Review, gain, and maintain thorough comprehension of the QAP.
- Identify and originate desirable LIHTC multifamily development opportunities (pre-construction) in the identified target markets.
- Develop, manage, and nurture relationships with landowners, brokers, and other deal source networks.
- Maintain productive relationships with architects, attorneys, engineers, government officials, vendors and community partners to originate and execute multifamily projects.
- Collaborate with project team to prepare timely submission of low-income housing tax credit ("LIHTC") applications to state agency.
- Manage public approvals process for proposed developments. Lead zoning entitlements and site plan approvals for development projects.
- Demonstrate a clear understanding of the application schedule and pre-submission milestones needed for successful application.
- Engender trust and respect of partners (both for-profit and nonprofit), L.P.'s, consultants, and third-party professionals to create responsive and effective partnerships.
- Attend specific LIHTC industry committee meetings and training seminars to solidify relationship with housing finance agencies and keep abreast of changes / opportunities.
- Ensure that colleagues on the development team are completing their project-related tasks in a timely manner, according to the project timeline.
- In consultation with regional SVP of Development, formulate strategy for development initiatives as a whole and projects individually, make recommendations on future project pursuits.
