Wake Technical Community College seeks a strategic, dynamic, and collaborative executive to serve as Vice President for Facilities.

Wake Tech East - Public Safety Building

Wake Tech has nine campuses and centers comprised of more than 500 acres, 50+ buildings, and nearly three million square feet of academic classroom, laboratory, and support space. The College has made substantial investments in campus facilities over the past decade with a strong focus on strategic expansion projects. Over the past seven years, Wake Tech has been approved for more than $700 million of capital funding to purchase additional property, construct new campuses, and revitalize existing structures. Current projects include a new 106,000 square foot Simulated Hospital and parking deck in partnership with WakeMed, a new 80,000 square foot Advanced Technology Center, a new Fire & Rescue Training Center, several facility renovation projects, and an extensive infrastructure renewal program. In addition, sustainability and energy reduction is a key component in all projects. Recent initiatives include geothermal technologies for campus heating and cooling water distribution; electrical generation via rooftop mounted photovoltaic panels; several water reclamation systems; and the revision of updated sustainability guidelines. Wake Tech is the home to North Carolina's only 4-Globe Green Globes project and the state's only fully accredited LEED campus.

The VP for Facilities (VP) provides leadership and management oversight for all aspects of facilities, transportation, infrastructure, capital construction, sustainability, and preventive maintenance. The VP fosters a culture of process improvement and service orientation for the multi-campus college; evaluates and prioritizes facility initiatives; and collaborates with stakeholders in support of institutional goals to ensure effective, efficient, and secure operation of all facilities. The VP reports to the Executive Vice President for Operations, who in turn reports to the president.

The successful candidate will be a highly motivated leader with exceptional strategic, operational, and interpersonal skills with an innovative approach to implementing solutions for complex problems. The candidate will establish and maintain productive relationships with a full range of diverse campus and external constituents that reflect a strong customer service commitment and a continuous quality focus. A bachelor's degree and PE with a minimum of 10 years of progressive experience and demonstrated experience in budget planning and personnel supervision within large complex organizations are required.

The start date of no later than October 1, 2024, provides an overlap with the current VP of Facilities through December 2024 to ensure a smooth transition.

Wake Tech East - General Education Building

Responsibilities and Duties (*Essential Functions)

*Provides oversight of the operations and maintenance of the college's buildings and grounds, the energy, sustainability, and transportation program, and the design & construction program.

*Develops and manages the $18M annual operating budget for the Facilities Department. Advises on the funding needs to maintain the physical facilities of the college, and the allocation of fiscal resources for capital improvements, future growth and maintenance projects.

*Directly manages the College's long-term Capital Improvement Program (CIP) comprised of County and State expansion programs exceeding $750 million dollars.

*Prepares and presents facilities related motions, reports and briefs for the Wake Tech Board of Trustees, Wake County Board of Commissioners, State Board of Community Colleges, and other state and local agencies.

*Performs and oversees the due diligence activities for all land acquisition activities to include procurement, sale, and disposition of college owned real estate. Negotiates property agreements and easements.

*Represents the College with state, city, and county officials concerning state agency oversite, zoning, jurisdictional matters, and construction issues.

*Serves as the designated NC State Construction Office (SCO) Capital Projects Coordinator (CPC). Ensures all contracting efforts meet the SCO criteria and statutes regarding procurement of design and construction services.

*Annually justifies the College's need for North Carolina Community College System Construction Special Delegated Authority for all design and construction contracting activities.

*Commits the College and the Board of Trustees to binding contractual agreements, amendments, and change orders related to Design and Construction, up to and including $500,000.

*Approves recommendations from review committees for the selection of designers, consultants, and Construction Manager at Risk (CMR) contractors performing work on the College's CIP program.

*Approves the final bid tabulations or negotiated outcomes for the College's Design and Construction program.

Uses broad discretion to define the College's Facilities Master Plan for the expansion and renewal of the facilities located on multiple campuses located throughout the County.

Exercises discretion when approving the appointment, retention, promotion, and assignments of Facilities Department personnel.

Guides the department directors for the development of the long-range Facilities Renewal Program, ensuring capital replacements and upgrades are correctly programmed to justify continued funding.

Collaborates with internal and external legal services on legal matters pertaining to the Facilities Operations and Design & Construction activities.

Sets the standards for the Department Directors to follow when procuring Facilities Support Contacts for maintenance, landscaping, custodial, and miscellaneous support services.

Sets the qualification standards for the College's design and construction standards to define all facilities and infrastructure construction and maintenance activities.

Develops contingency plans that anticipate the need for grounds and facilities maintenance under emergency conditions; advises on campus closures.

Member of the College's Policy Approval and Capital Review Committees.

Partners with the office of Environmental Health & Safety and the Campus Police to promote safety and security of the campus community.

Serves as Chair of the Presidents Climate Commitment Committee and oversees the implementation of the college's annual updates and progress reporting.

Serves as a member of various internal and external college committees.

Supervises and evaluates assigned staff.

Serves as an Essential Employee for emergency operations affecting College operations. Available 24/7 for all related incidents.

Approves updates the room inventory and building inventory data for the annual higher education facilities utilization report are made to the Registrar's Office and UNC General Administration.
Qualifications

Knowledge, Skills and Abilities:

Excellent verbal and written communication skills.

Experience with strategic planning, specifically master planning large institutional campuses.

Knowledge of facilities planning, design & construction, facilities maintenance management, and utilities operations.

Demonstrated ability to plan and manage budgets.

Knowledge of state and local laws, codes and reporting requirements.

Ability to develop, plan and implement long and short range goals.

Ability to foster a cooperative work environment.

Ability to use sound judgment and demonstrated leadership ability.

Strong interpersonal skills and the ability to effectively communicate with a wide range of individuals in a diverse community.

Requirements:

BS degree in a relevant engineering field.

Professional Engineering License

Ten years of experience in the design & construction or building maintenance fields, or a combination of both.

Five years of supervisory or managerial experience.

Preferences:

Ten years of experience in a senior leadership, executive, or managerial role in a higher education setting OR equivalent public sector organization with oversight of facility operations and maintenance, development of new & renovated facilities, and master planning.
