JOB DUTIES
Reporting directly to the College President, and serving as Chief Financial Officer of the College, the Vice President of Finance and Auxiliary Services plans, directs, and manages financial and revenue-generating functions at all Mercer County Community College locations, including finance, budgeting, procurement, payroll, and auxiliary services.

- The incumbent is accountable for maintaining the financial integrity of the College and establishing, reviewing, and improving internal controls for fiscal accountability and compliance.
- The incumbent will manage and oversee support services that enhance the overall experience and operations within the College, including the Conference Center, bookstore operations, transportation, food service, and other auxiliary and revenue-generating enterprises.
- The Vice President of Finance and Auxiliary Services will provide strategic and operational leadership in managing the College's fiscal affairs.
- The Vice President serves as a member of the Executive Leadership Team (ELT).
ESSENTIAL DUTIES AND RESPONSIBILITIES
Specific responsibilities include, yet are not limited to:
- long-range financial planning and budget development;
- management of fiscal resources;
- asset protection and risk management;
- supervision of finance, procurement, payroll, and student accounts;
- management of auxiliary services and revenue-generating enterprises;
- supervision of campus rentals, the Conference Center, and contracts;
- evaluating the effectiveness of current services and identifying opportunities for improvement and expansion;
- compliance with all federal, state, and county laws and institutional regulations, policies and procedures.
Strategically, the Vice President of Finance and Auxiliary Services:
- Collaborates with the President, the Executive Leadership Team, and the Board of Trustees to develop a budget that advances the strategic plan and enables the College to advance goals and initiatives;
- Assesses and recommends appropriate review and revisions in the organizational structure for areas of responsibility, ensuring job responsibilities and workflow are maximized to align with the needs of the College;
- Develops, maintains, and monitors metrics, scorecards, surveys, standards, and procedures for delivering effective services to ensure alignment with the College's needs;
- Fosters and maintains a culture of service and accountability in all departments under the division of Finance;
- Improves financial sytems to promote efficiency, transparency, and consistency;
- Identifies and manages new revenue streams while increasing profitability of current enterprises;
- Ensures the continued success of the College through employee development, succession planning and personal professional development;
- Employs assessment strategies and metrics to solicit input and feedback from the Board of Trustees, administration, faculty, and staff with an emphasis on service.
Illustrative Responsibilities:
- Oversees all financial functions including, but not limited to, Finance & Accounting, Procurement, Payroll, and Student Accounts;
- Oversees all auxiliary functions including, but not limited to, conference center, campus resources, bookstore, transportation, food services, and other revenue-generating services;
- Serves as a resource to the President and Board of Trustees to ensure the College's overall financial health & internal controls;
- Provides leadership for College-wide financial planning, aligning budgets with the established institutional strategic goals and assessing effectiveness of institutional resource distribution;
- Develops annual budget by working with all departments;
- Oversees and directs all budgeting, forecasting, accounting, purchasing, real estate and insurance activities of the College;
- Ensures the finance office employs appropriate procedures and systems, maintains records to support all necessary accounting controls, reports, and services, and properly manages the custody of funds, investments, and other assets of the College;
- Oversees the financial audits for the College, the College Foundation, and other associated 501c3 entities;
- Advises the President in regard to financial and insurance matters and other matters as assigned;
- Monitors general economic, business, and financial conditions and their impact on the college's policies and operations;
- Analyzes operational issues affecting particular organizational units and/or the entire college, and determines their financial impact;
- Evaluates and recommends appropriate policies and procedures to ensure the financial health of the College;
- Regularly updates the President and Board of Trustees on the college's financial position and outlook and the profitability of the College's revenue streams;
- Ensures the smooth operation of the Student Accounts office and collaborates with the Financial Aid office to facilitate student payments and no-pay delete processes;
- Plays a key role in collective bargaining contract negotiations;
- Provides leadership and support for direct and indirect reports through effective recruitment, training, mentoring and performance management.
SUPERVISORY RESPONSIBILITIES
- Direct and/or indirect reports may include the Executive Director of Finance, Director of Purchasing, Executive Assistant to the Vice President, Director of Student Accounts, Disbursements Manager, Conference Center Director, Kelsey Theatre Director, Food Service Manager, and/or WWFM Station Manager/Program Director.
WORKING CONDITIONS
- Work generally performed in an office environment and at campus facilities;
- Ability to sit or stand for extended periods of time; ability to move freely around campus and other locations;
- Ability to adhere to and follow safety and security protocol in areas related to finance;
- Areas of responsibility include all MCCC locations, and presence is required at the West Windsor and James Kearny campuses.

Required Qualifications
REQUIRED QUALIFICATIONS
- Master's degree in finance or in Management with finance concentration;
- Ability to manage and direct executive level leadership in finance and related areas;
- Minimum of five years of senior management experience in finance;
- Demonstrated experience in budgeting, annual audits, payroll administration, compliance and auxiliary services;
- Demonstrated experience and knowledge in using information technology in business applications, such as, Enterprise Resources Planning Systems and Financial Management Software;
- Experience in education (at any level) or publicly funded operations;
- Knowledge of guidelines and legislation as they apply to areas of responsibility;
- Strong interpersonal and communication (both oral and written) skills.
Preferred Qualifications, Knowledge and Skills
PREFERRED QUALIFICATIONS
- Certified Public Accounting License or MBA;
- Experience in higher education, preferably at a community college;
- Knowledge of Colleague or Ellucian systems.
