Community Services for Children, a large non-profit organization located in the heart of the Lehigh Valley, is looking for an experienced people-centric, culture-focused HR Professional to join our team as the Vice President of Human Resources.

The VP of HR is pivotal to CSC's success. This role provides leadership and oversight of all Human Resources and Professional Development functions; develops and implements policies, procedures, and processes to maintain a positive and rewarding work environment; and maintains a high quality, motivated, and stable workforce. The VP also serves on Executive Council and participates in overall agency leadership.

SPECIFIC RESPONSIBILITIES:

Organizational Development: Ensure appropriate organizational structure and staffing levels are in place for the successful implementation of all agency tactical and strategic goals. Provide oversight for employee engagement and mentoring programs to optimize performance.

Performance Management: Manage Professional Development for CSC workforce. Provide guidance for Leadership Development programs, Succession Planning, and Performance Management.

Benefits Administration: Plan Administrator for agency's retirement plan and employee benefits, to include Health, Dental, Life/LTD, Vision, Flexible Spending Accounts, COBRA, and Employee Assistance Program. Interface with CSC Insurance Broker and the various insurance carriers. Responsible for annual Open Enrollment, government compliance.

Talent Acquisition: Develop recruiting activities / strategies to staff open positions. Maintain oversight to accomplish cost effective recruiting, yielding high quality candidates. Responsible to staff all positions with employment candidates meeting minimum standards for academic, training, credentials, and experience.

Personnel Policies and Procedures: Effectively implement personnel policies. Update and maintain policies. Implement policy changes in accordance with new federal and state law, Head Start standards, or with revised agency procedures. Design and develop new policies where appropriate.

Legal Compliance: Represent the Agency during Mediation. Ensure CSC complies with federal, state, local laws and Head Start standards in all areas of personnel management and workforce relations. Provide oversight for Family Medical Leave, Leave of Absence, Military Leave, Worker's Compensation, and Unemployment Compensation processes; and ensure compliance with the Americans with Disability Act and the Civil Rights Act and all discrimination law.

Employee Relations, Discipline and Discharge: Reinforce CSC standards of conduct for appropriate professional behavior and high standards of employee performance. When necessary, implement the progressive discipline process in combination with responsible manager.

Employee Recognition: Manage the staff recognition process. Plan yearly staff recognition events. Develop other methods and programs for ongoing recognition of team members.

Compensation: Manage agency wage and salary plan. Conduct compensation studies for competitive analysis of salaries and wages. Ensure that workforce is competitively paid.

EXPERIENCE AND SKILLS REQUIRED:
  • 10 years or more of Human Resources experience with previous managerial experience
  • Bachelor or Master's Degree in Business, Human Resources, or related field
  • Knowledge of Organizational Development
  • Knowledge of discrimination law
  • Strong interpersonal and decision-making skills
  • Strong verbal and written communication skills
  • Strong leadership ability
  • Demonstrated commitment to working in partnership with line organizations
