Our dynamic residual market insurance organization has an exciting opportunity for a proven leader to join our Association as VP of Technology. As a leader in this role with Texas Windstorm Insurance Association you would be instrumental in TIWA's mission to provide essential property insurance products and services for eligible Texas properties when no one else will.

POSITION SUMMARY: The Vice President of Technologyprovides the vision, strategic planning, and leadership for the Information Technology (IT) department and IT initiatives that support TWIA/TFPA's ongoing business operations and strategic goals and financial objectives. This individual will be measured on the successful development, implementation and administration of an IT strategy that is integrated with our business plans and financial objectives, while ensuring enterprise information security and data integrity. This includes application development centers (agile methodology), technical service centers, production management, Quality Assurance, scheduling functions, help desks, communication networks (voice and data), and project management.

The Vice President of Technology reports to the General Manager and is a key member of the Executive Leadership Team.

ESSENTIAL FUNCTIONS: The following are the usual, basic and essential functions of the position. However, this job description does not preclude the performance of other duties by the incumbent.   • Serves as a member of TWIA/TFPA's Executive Leadership Team and assumes a leadership role in corporate planning, performance improvement, innovation, and organizational management.
  • Develops and maintains an appropriate organization structure capable of supporting the information needs of the company through appropriate cost-effective information technology.
  • Leads the recruitment, development, motivation and retention of a diverse and high performing multi-level IT team conforming to budgetary objectives and Human Resources policy and programs.
  • Determines long-term, corporate-wide information needs and develops overall strategies in system development and hardware acquisition, and integration, which will ensure capacity to meet business demands
  • Establishes goals and approves and deploys resources to manage and control all projects related to the selection, acquisition, development, and installation of major information systems.
  • Provides direction on evaluation, selection, implementation and maintenance of information systems, ensuring appropriate investment in strategic and operational systems. Identifies changes in trends in computer and systems technology and provides responsive advice, counsel, and education to senior management.
  • Develops and maintains annual operation and capital budgets for the Information Technology department.
  • Negotiates IT service level agreements with user departments and monitors IT service level support. Leads process to establish IT project priorities on an annual basis and incorporate them into an annual plan.
  • Develops and maintains policies and standards aimed at minimizing costs related to the acquisition, implementation and operation of IT systems.
  • Maintains contact with key IT suppliers and maintains knowledge of current technology, equipment, prices, and terms of agreements to minimize the investment required to meet agreed customer service levels.
  • Oversees the review of enterprise hardware and software acquisition and maintenance contracts.
  • Develops and maintains and enterprise-wide IT recovery plan to ensure timely and effective restoration of IT services in the event of a disaster.
  • Develops and enforces policy and procedures to ensure the protection of enterprise IT assets and the integrity, security, and privacy of information.


REQUIRED EDUCATION AND EXPERIENCE:
  • BS degree or higher in Computer/Information Systems or related field. Experience can substitute for education.
  • Fifteen years of demonstrated success and progressive experience in managing key sub-functions of IT infrastructure and applications with at least three years of executive experience and direct leadership of IT infrastructure and operations for a small to medium size organization.

  • Demonstrated experience as a change agent, leading projects and initiatives that have taken an organization to the next level of performance through the use of innovative information technology.
  • Demonstrated progressive, visionary experience with Web, wireless and Cloud infrastructures, and customer portals.
  • Demonstrated thought leadership around IT solutions for business processes.
  • Demonstrated success developing and leading a high performance, multi-level IT workforce.
