Job Overview

Xpect Solutions is looking for an experienced leader to join our team as the VP of Program Delivery, helping us continue to deliver impactful and innovative solutions for our customers. The Vice President of Program Delivery is a key executive leader responsible for driving operational excellence, ensuring successful program execution, fostering organic growth and leading strategic initiatives across federal IT contracts. This role requires a seasoned professional with deep expertise in federal contracting, program management, and team leadership. The VP of Delivery will play a critical role in delivering high-performance programs, optimizing processes, and leading business growth through strong customer relationships and operational rigor. This role could make an immediate impact to help our business grow, and in execution our customers mission and the mission of XPECT Solutions.

Core Responsibilities:

Program Delivery & Operational Excellence

• Lead the successful execution of large-scale federal IT programs, ensuring they are delivered on time, within budget, and exceed performance metrics.
• Drive operational efficiency, scalability, and compliance across all program deliverables and contractual obligations.
• Identify and implement best practices in project management, program control, technical execution, and customer support.
• Actively identify, cultivate and promote opportunities for contractual growth

Leadership & Strategy

• Provide executive leadership, mentoring program leaders and developing high-performing teams.
• Align program execution with organizational goals, stakeholder priorities, and investor expectations.
• Build our next level of leaders from within the ranks of our teams and contracts.
• Lead change management efforts, including acquisition integrations and large-scale program transitions.

Government Contracting (GovCon) Expertise

• Navigate the federal contracting landscape, with expertise in recompetes, contract modifications, and diverse contract types (cost-plus, T&M, fixed-price).
• Serve as the primary escalation point and strategic partner for federal agency customers.
• Ensure compliance with contractual, corporate, private equity, and regulatory standards.

Business Development & Growth

• Identify and capture organic growth opportunities within existing contracts, driving customer expansion.
• Partner with business development teams to develop competitive proposals and innovative technical solutions.
• Strengthen relationships with senior federal stakeholders to enhance customer engagement and satisfaction.

Technical & Analytical Competence

• Leverage expertise in enterprise IT, cloud computing, cybersecurity, and digital transformation to drive mission success.
• Utilize analytics and key performance indicators (KPIs) to monitor program health and inform strategic decisions.
• Promote innovation by introducing solutions aligned with emerging federal IT trends and customer needs.

Organizational Collaboration

• Work cross-functionally with corporate teams, executives, and external stakeholders to align program execution with company strategy.
• Communicate program performance, risks, and opportunities to leadership and key stakeholders.
• Integrate corporate initiatives, such as system modernization and professional development, into program operations

Requirements

• Active Top - Secret Clearance
• 10+ years in federal IT program management, operations leadership, or a similar executive role within the Government Contracting space.
• Has demonstrated ability and experience to lead teams, mentor program leaders, and drive organizational change.
• Deep understanding and proven experience in federal contracting, program execution, and regulatory compliance.
• Strong grasp of IT systems, cloud, cybersecurity, and digital modernization trends.
• Proven ability to align program goals with corporate strategy and investor priorities.
• Exceptional ability to convey complex concepts to technical and non-technical audiences.
• Proven Track record of identifying growth opportunities and successfully capturing new business.

Preferred Additional Skills and Qualifications

• Advanced degree in Business, IT, Engineering, or a related field.
• Experience in a private equity-backed environment.
• PMP, ITIL, or similar industry certifications
