Description:

The Solid Waste and Tire Cleanup Programs Section is a special program that remediates closed, illegal, and abandoned solid waste disposal sites and solid waste at codisposal sites throughout California using funds from the Solid Waste Disposal Trust Fund. Cleanup projects are implemented through Department managed projects, where State contractors and engineering consultants are used, through grants, and through loans in accordance with Title 14, California Code of Regulations (14 CCR), Sections 18900-18932. The Section also remediates illegal tire sites in support of State and local agencies.

Under the Senior Waste Management Engineer, this Section is also responsible for the oversight of engineering and construction contracts, grants, and loans. The incumbent will serve as CalRecycle's expert in addressing solid waste and tire issues at Federal, State, and Local levels and is willing to travel 20%-30% to pursue projects throughout the State including tribal lands.

This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position's designated headquarters location, as indicated on their duty statement, at their own expense.

  • Must have bachelor's or master's degree in civil, environmental, or chemical engineering or a related field.
  • Registration as an Engineer-in-Training is preferred

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

This position requires that the incumbent work cooperatively with Division staff, Federal, State, and Local governments, consultants, contractors, and the general public. Must have excellent communication skills and exercise good engineering judgment. Must have the ability to drive on uneven surfaces and work safely around heavy equipment.

Experience, knowledge, or ability with:
  • Experience in construction management and construction quality assurance
  • Experience in construction cost estimating project budgeting, and contract invoice review
  • Experience with solid waste facility design and operation especially with solid waste disposal site closure, postclosure maintenance, postclosure land use, and remediation projects.
  • Knowledge with waste management or other engineering issues including the review of technical engineering reports and guidance documents.
