The City of Sumner is recruiting experienced Wastewater Treatment Plant Operators in class I, II or III (DOQ) to fill 2 new positions at Sumner's Wastewater Treatment Facility.

The Ideal Candidate: The ideal candidate would have an understanding of an Activated Sludge Wastewater treatment plant and solids handling processes. Experience with lift station pumping systems and related controls are desired. Particular interest will be given in the area of equipment maintenance and troubleshooting, with the ability to use maintenance management software and comfortably utilize current technology.
NOTE: This is NOT an entry level position. Applicants are required to possess experience in wastewater and hold a current, valid Washington State certification as a Wastewater Treatment Plant Operator for Group I or higher plants at time of appointment with maintenance thereafter. Applicants who do not have wastewater experience or the certificate will not be considered.

This position is a full-time, Fair Labor Standards Act overtime eligible, non-exempt position. This is designated as a Safety Sensitive position. Attendance at evening meetings or other off-duty events is not anticipated. The incumbent in this position is not a Civil Service employee. This position is eligible for representation through the International Union of Operating Engineers.
OPERATOR I: This is an apprentice level (Group I) Wastewater Treatment Facility Operator position within the City's Public Works Department. Work is performed at the City's activated sludge treatment plant. This classification may work different shifts in a rotational schedule involving scheduled weekend and holiday work and may, on occasion, be reassigned on short notice to cover shift absences. In general, duties include assisting with or, upon gaining necessary skills, independently performing routine tasks common to the operation and maintenance of a secondary wastewater treatment plant and off-site pumping stations. Instructions are provided on new or unusual assignments; however, repetitive tasks are performed independently in conformance with previously established procedures. Work is subject to review for adherence to instructions and conformance with established quality standards. Persons in this classification must demonstrate basic knowledge and understanding of safety practices related to treatment works including confined space entry hazards, and mechanical and electrical safety.

This position reports to a Chief Operator. Daily work may be supervised by a higher level classification. Supervision is not a responsibility of this classification.
OPERATOR II: This is a journey level (Group II) Wastewater Treatment Facility Operator position within the City's Public Works Department. Work is performed at the City's activated sludge treatment plant. This classification may work different shifts in a rotational schedule involving scheduled weekend and holiday work and may, on occasion, be reassigned on short notice to cover shift absences. Under general supervision, duties include assisting with operational and maintenance tasks common to a secondary wastewater treatment plant. Instructions are provided on new or unusual assignments; however, common tasks are performed independently relying upon the operational knowledge of the incumbent and in conformance with established procedures. Work is subject to review for adherence with standard treatment plant operating practices and conformance with required quality standards. Operators in this classification must demonstrate knowledge and understanding of safety practices related to treatment works including confined space entry hazards and mechanical and electrical safety. In addition, they must be capable of contributing to a safe work environment and directing, as necessary, the safety activities of less knowledgeable employees.

This position reports to a Chief Operator. Daily work may be supervised by a higher level classification. Supervision is not a normal responsibility of positions in this classification. Employees in this classification may supervise the work of other Operators, when this person is the highest certified operator working during the shift, or performing work with others.
OPERATOR III: This is a senior level (Group III or IV) Wastewater Treatment Facility Operator position within the City's Public Works Department. Work is performed at the City's activated sludge treatment plant. This classification may work different shifts in a rotational schedule involving scheduled weekend and holiday work and may, on occasion, be reassigned on short notice to cover shift absences. In general, duties include but are not limited to independent performance of operational tasks common to the operation and maintenance of an activated sludge wastewater treatment facility. Work is also performed at off-site pumping stations. Work is subject to review for adherence to instructions and conformance with established quality standards. This is an advanced level position and is responsible for performing facility operations and maintenance work of the wastewater treatment facility and sewage lift stations. The Senior Operator works independently with little supervision in the role assigned. This position is expected to observe and correct plant operational and mechanical problems. They are available to offer direction and assist other operators as needed. Work is reviewed for compliance with facility standards.

This position reports typically to a Chief Operator. Daily supervision of tasks is a normal responsibility of positions in this classification.

About Sumner's Wastewater Treatment Facility:

The Sumner WWTF is a regional facility serving both the City of Sumner and the City of Bonney Lakes sewer systems. The plant recently completed a major upgrade in 2015 increasing its rated flow capacity to 6.10 MGD and increasing its plant loading capacity for 5-Day Biochemical Oxygen Demand to 10,900 lb. /day and Total Suspended Solids to 12,660 lb. /day. The influent headwork includes flow measuring and sampling on both city wastewater influent loadings. Flows then travels to primary clarifiers followed by aeration basins. The aeration basins have selector zones and are operated using a modified MLE process. The aeration basins are followed by secondary clarifiers and finally UV disinfection of the effluent. Wasted sludge is thickened using a Dissolved Air Flotation thickener (DAF).The generated biosolids are processed thru anaerobic digestion with final treatment thru an indirect dryer producing Exceptional Quality Class "A" Biosolids. Biosolids are given away to the public from on-site locations within the plant or delivered in bulk to farmer sites. The WWTF is located between the Puyallup and White Rivers and due to the flood potential recently completed construction of a floodwall to protect the facility. In addition to the WWTF the staff also service sixteen sewage lift stations throughout the City of Sumner. Fourteen of the lift stations are submersible pump stations and two are drywell wetwell stations. The City of Bonney Lake services its own Lift stations. Most sewage lift stations have flow measuring devices and generators and have been upgraded or replaced within the past 10 years. The sewer system is supported by a SCADA operating system as is the WWTF.

OPERATOR I:

Listed below are examples of typical duties:
  • Clean tanks; pump out sludge; remove debris;
  • Maintain facilities and equipment in a safe, clean and orderly manner; wash down facility equipment and machinery as required;
  • Perform assigned lab tests and sampling;
  • Perform tasks associated with plant operations including but not limited to conducting inspections of sewage lift stations by observing equipment operation, listening for unusual noises, odors, vibrations, etc. and reporting equipment malfunctions;
  • Perform and assist with preventive maintenance on buildings, grounds and wastewater treatment plant equipment and lift stations, including associated record keeping;
  • Perform manual labor using basic hand or power tools or miscellaneous equipment at wastewater treatment plant and associated facilities;
  • Participate in continuing education and training programs related to wastewater treatment;
  • Load and deliver biosolids to customers;
  • Operate specialized equipment such as forklifts and portable pumps at wastewater treatment plant and associated facilities;
  • Contribute to achieving the department's mission;

OPERATOR II:

Listed below are examples of typical duties:
  • Perform all duties listed under the Operator I classification;
  • Eligible for on-call assignments and/or weekend shift assignments;
  • May serve as the "in-charge" operator in the absence of a higher level operator;
  • Monitor the plant operations including daily equipment checks;
  • Perform N.P.D.E.S. laboratory tests and enter data on daily lab sheets;
  • Gather and record data to the daily operations report;
  • Preform plant and sewage lift station maintenance;
  • Read and apply technical procedures related to the operation of facility equipment;
  • Contribute to achieving the department's mission;
  • Perform related duties as assigned.

OPERATOR III:

Listed below are examples of typical duties:
  • Perform all duties listed under the Operator I and II classifications;
  • Eligible for on-call assignments and/or weekend shift assignments;
  • May serve as the "in-charge" operator;
  • Responsible for identifying and correcting any maintenance or operational problem observed;
  • Read and interpret N.P.D.E.S. laboratory test results;
  • Collect, record and review data related to the daily operations report;
  • Maintain and prepare a variety of records, reports and logs required by management and regulatory agencies;
  • Manage required safety training and policy adoption;
  • Review the biological process of the facility and recommend process changes as necessary;
  • Review and or lead preventative maintenance projects, including proper documentation;
  • Conduct part inventories and order parts as required;

Qualifications

ALL OPERATOR LEVELS:
This is NOT an entry level position. Applicants are required to possess experience in wastewater and hold a current, valid Washington State certification as a Wastewater Treatment Plant Operator for Group I or higher plants at time of appointment with maintenance thereafter.
Applicants who do not have experience or the minimum level certificate will not be considered.

Minimum Qualifications
  • Graduation from high school or equivalent.
  • Valid Washington State driver's license at time of appointment with maintenance thereafter.

Desired Special Qualifications
  • Two years college level course work in wastewater technology, environmental sciences, microbiology, chemistry, or mathematics;
  • Possession of, or the ability to obtain, standard first-aid/CPR certification within six-months of employment;
  • Possession of, or ability to obtain, a valid Flagging Card within six-months of employment;
  • If necessary, a Commercial Driver's License with a minimum Class "B" endorsement upon the request of the City;
  • If necessary, a Public Applicators (Herbicide) License upon the request of the City.


OPERATOR I:

Minimum Qualifications
  • Training or course work in wastewater plant operation and one years' experience in the operation of a wastewater treatment plant.
  • Valid Washington State certification as a Wastewater Treatment Plant Operator for Group I plants at time of appointment with maintenance thereafter.

Knowledge of
  • Safe operation of power and manual hand tools;
  • Basic operating and equipment maintenance requirements of an activated sludge secondary wastewater treatment facility;
  • The location, operating and maintenance requirements of the city sewage lift stations and related equipment;
  • The methods used to conduct assigned laboratory tests;
  • Occupational hazards and required use of safety equipment and safety practices for such things as; Lockout Tagout, Confined Space Entry, and any other required safety training deemed necessary to this position by the WWTF Superintendent;
  • Basic mathematics and algebra;
  • Basic mechanical and electrical theory.
Ability to

  • If necessary, a mobile crane operator certification upon the request of the City;
  • If necessary, a City of Seattle Grade IV boiler operator license upon the request of the City;

  • Basic operating and equipment maintenance requirements of an activated sludge secondary wastewater treatment facility;

  • A minimum of four (4) years' experience in the operation of a wastewater treatment plant combined with education, generally with two (2) years' experience at the City of Sumner or similar facility.

Desired Special Qualifications
  • Associates or Bachelor's Degree in wastewater technology, environmental sciences, microbiology, chemistry, or mathematics preferred;
  • If necessary, a mobile crane operator certification upon the request of the City;
  • If necessary, a City of Seattle Grade IV boiler operator license upon the request of the City;

Physical Requirements:
The physical demands/work environment described is representative of those that must be met by an employee to successfully perform the essential functions of the job. Insurance Plans: All full-time, permanent employees are covered by a long-term disability plan through the Hartford at no cost to the employee.

Deferred Compensation 457(b): Income can be set aside on a pretax basis and invested for supplementation of normal retirement income. The City makes a flat monthly contribution of $185 for non-police positions and $250 for police represented positions. There is no contribution requirement on behalf of the employee.
