The City of Wylie's Public Works division is seeking a skilled applicant to fill the role of Wastewater Utility Manager. The Wastewater Utility Manager is responsible for overseeing the day-to-day operations of the Wastewater division, ensuring compliance with all relevant regulatory requirements within the wastewater industry. The position also provides backup support to the Water Utility Manager when necessary.
SUPERVISION
The Wastewater Utility Manager reports directly to the Public Works Director.

The City of Wylie's Public Works division is seeking a skilled applicant to fill the role of Wastewater Utility Manager. The Wastewater Utility Manager is responsible for overseeing the day-to-day operations of the Wastewater division, ensuring compliance with all relevant regulatory requirements within the wastewater industry. The position also provides backup support to the Water Utility Manager when necessary.
SUPERVISION
The Wastewater Utility Manager reports directly to the Public Works Director.
Essential Job Functions
- Monitor and ensure compliance with regulatory standards for the City's Public Wastewater Collection System.
- Lead and manage the crew in various tasks related to wastewater operations, customer service, and backflow prevention.
- Assist in preparing the annual budget for wastewater operations, including projections for equipment replacement and managing the operating budget.
- Prepare and submit regulatory reports on time and in accordance with reporting deadlines.
- Monitor the Supervisory Control and Data Acquisition (SCADA) system for wastewater operations, adjust parameters as necessary, and schedule annual inspections, cleaning, and calibration of instruments.
- Maintain accurate inventory levels of equipment, materials, and supplies for wastewater operations, and order new items as needed while developing specifications for procurement.
- Address and respond to public inquiries or concerns related to wastewater.
- Respond to emergency and non-emergency service calls, including during after-hours or on-call periods.
- Represent the division in various meetings, conferences, continuing education, and training courses.
- Interpret technical drawings, maps, engineering plans, and specifications related to the wastewater conveyance system.
- Operate a motor vehicle to perform job-related tasks and carry out the business of the department and the City.
- Serve as a responsible steward of public resources, upholding the public trust and striving to enhance the quality of life for all citizens.
- Perform any other duties as needed or assigned that may be directly or indirectly related to the core responsibilities of the role.
Minimum Job Requirements
- High School Diploma or equivalent.
- Ten years of experience in the maintenance, repair, operation, and/or construction of municipal wastewater collection systems with three years of related supervisory experience.
- Must have a Texas Driver's License within 30 days of hire.
- Must obtain Texas CDL-A License within 12 months of hire.
- Must possess a TCEQ Wastewater Collections II license or higher and a TCEQ Water Distribution Grade B license or higher. (TCEQ CSI license, and be certified by TCEQ to be a backflow tester preferred).
- This position requires the completion of National Incident Management System (NIMS) training courses 100 and 700 within six months of employment/transfer/promotion. Completion of courses 800, 300 and 400 must be attained within the first year of employment.
Physical Requirements/Work Environment
- Retirement benefits with Texas Municipal Retirement System. Contributions by payroll deduction. Employee contributes at 7% level. City matches 200% of employee contribution. Mandatory.
- Deferred compensation - Nationwide and Edward Jones. The City does not contribute. Employee contributions by pre and post-tax payroll deduction. Optional.
- Health/Dental/Vision/Prescription insurance PPO plan. City pays full premium for employee, approximately 47% of dependent premium.

- Life insurance - 2x annual salary through New York Life. Fully paid by City and 1x annual salary through TMRS. Total of 3x annual base salary.
- Long-Term Disability for all full-time City employees.
- Thirteen paid holidays: New Years Day, Martin Luther King Day, Good Friday, Memorial Day, Juneteenth, July 4th, Labor Day, Veteran's Day, Thanksgiving Day and Friday following, Christmas Eve, Christmas Day and one floating holiday.
- Vacation - Earn three weeks of vacation in the first year.
