Job Description

The Water Meter & Utility Location Supervisor is responsible for the oversight and supervision of the City's Water Meter and Utility Location Division. The position will perform managing and scheduling tasks for the City's water meter technicians, including meter installations, meter change outs, meter inspections, meter investigations, and responding to customer service calls. The position will also perform managing and scheduling tasks for the City's utility location specialists, including locating the City's water, sewer, surface water, storm drain, reclaimed/effluent water and City fiber optic utilities.

Under direct supervision of the Utility Operations Manager, this position will complete and assist with a wide variety of technical tasks related to the water metering and utility location. This position will work closely with the City's Finance & Budget Department to ensure water billing timeliness and accuracy. The position will also work closely with the City's Engineering and IT Departments to ensure locations of water, sewer, reclaimed and fiber optic utilities are accurately marked and protected from excavators and contractors working within the City's boundaries.

The Water Meter & Utility Location Supervisor requires exceptional leadership skills to effectively direct, manage, supervise and coordinate day-to-day activities; monitor and administer the annual operations budget; coordinate on CIP Project and Asset Replacement Projects; meet frequent and continuous deadlines and more.
Essential Functions

Plans, schedules and monitors all aspects of the division for the timely and accurate meter reading and utility location operations by managing the operation, maintenance, testing and repair of the water metering system, meter reading equipment and related tools, equipment and infrastructure.

Provides supervision, training and guidance to the City's water meter technicians and utility location specialists on the policies, procedures and industry best practices to properly complete all required metering and locating tasks.

Promotes a self-starting team that operates efficiently and with an emphasis on safety. Provides leadership, direction, problem-solving, and supervision to staff by setting division goals and objectives and clearly communicating expectations. Mentors staff, encourages employee development, and monitors employee performance and training. Participates in personnel selection and disciplinary activities as required.

Performs administrative duties, including answering and returning phone calls, entering and reviewing work orders, meeting with contractors and vendors, completing and approving timesheets, assisting in budget preparation, forecasting division needs, drafting reports and providing information required by local, state and federal agencies.

Utilizes Advanced Meter Reading (AMR) technology and utility billing software (Itron, Munis,etc) to properly obtain, track and evaluate water meter functionality and locating accuracy. Coordinates calibration and/or replacement of meter reading and locating equipment, as required.

Maintains records and inventories, coordinates resources, oversees projects to completion, and maintains necessary safety-related documents. Utilizes Computerized Maintenance Management Systems (Elements XS, AZ811 Utilisphere) to document and track division work, to create, review, and approve work orders, and to generate reports and updates for the Public Works management team.

Coordinates with outside Departments, entities, and residents for construction meetings, walk-throughs on completed projects, scheduling turn-offs for non-payment, investigating customer complaints, and more.

Follows all JHAs for work within the Utilities Operations division. Utilizes required safety equipment, when necessary, inspects safety equipment and occasionally enters confined spaces by safely following OSHA safety regulations. Ensures staff is properly trained on tools and equipment used to complete required tasks.

Performs other duties as required. May be called upon to assist other divisions within the Department or other Departments within the City.
Minimum Qualifications

High school diploma or GED equivalency is required.

Work requires advanced knowledge and/or experience with water metering and utility locating methodologies and procedures. Additional knowledge obtained through a vocational school certificate program or similar course of study is preferred.

Experience working with Itron equipment/software is preferred.

A minimum of five (5) years of experience in the operations and maintenance of a water distribution system or working in the utility locating field is required.

A minimum of three (3) years of supervisory experience is required.

An equivalent combination of education and experience may be considered if sufficient to perform the essential duties of the role as listed herein.

Possession of an Arizona Department of Environmental Quality (ADEQ) Water Distribution Grade IV Operator Certification is required and must be kept current throughout employment.

Additional training or certification on the use of Itron equipment or from a utility locating equipment company is preferred.

A valid Arizona Driver's License is required.
Supplemental Information

Work requires the ability to read technical and repair manuals, scientific literature, AZ811 locating guides, reports, construction plans, technical specifications, electrical schematics, blueprints, budget materials, memos, customer contact sheets, and general correspondence.

Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, and division, as well as various algebraic calculations.

Work requires the ability to write reports, work orders, equipment evaluations, budget materials, construction plans, employee evaluations, customer contact sheets, daily job tasks, memos and general correspondence.

Planning responsibilities include establishing work schedules for division staff, assigning special projects, organizing, supervising and inspecting employee work. Directing the planning, repair and maintenance of metering and locating equipment and infrastructure is required.

Responsible for the annual divisional budget preparation and management. Reviews and approves expenditures of budgeted funds for the division and prepares recommendations for Department and/or system-wide regulatory program expenditures.

Work requires managing and monitoring work performance by directing subordinate supervisors or administrators, including making final decisions on hiring and disciplinary actions, evaluating program/work objectives and effectiveness and realigning work and staffing assignments, as needed.

Work is governed by broad instructions, objectives and policies. Completes objectives as detailed by the Utility Operations Manager. Exercises initiative, independent analytical skills and evaluative judgment.

This position makes contact with others within the organization. These contacts may involve similar work units or departments within the City, which may be involved in decision-making or provide approval for purchases or projects.

This position makes contact with outside entities, groups and the general public and must represent the City in a professional manner, including attitude and appearance when required.

The ability to work in a constant state of alertness and safe manner is required.
