Recruitment Description:
The City of Ellensburg has a vacancy for a full-time Water Resources Manager in the Public Works Department.
The Water Resources Manager is responsible for all aspects of the City's stormwater compliance and water resources program as governed by the City's Stormwater Program Management Plan, Eastern Washington Phase II Municipal Stormwater Permit, the City of Ellensburg's Water System Plan, and the Washington State Department of Health's regulation of the City's Water System. Duties include, but are not limited to, supervision and leadership; budget administration; evaluation of operational efficiencies; making recommendations to the Public Works Director; research, interpret, and analyze regulations, technical reports, and other documents; file mandatory compliance reports, etc. The Manager is expected to use good judgment and maintain confidentiality when handling sensitive information/situations. In addition, they will also function as a member of the Engineering Division team and perform various duties as assigned in support of the division.

QUALIFICATION REQUIREMENTS:
The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION and/or EXPERIENCE:
Bachelor's degree in engineering, chemistry, biology, hydrogeology, or a related field
Two (2) years of relevant stormwater management and/or water resources experience
Note: An equivalent combination of education and experience may be considered
SPECIAL REQUIREMENTS:
Must possess a valid State driver's license or have the ability to obtain one prior to employment.
Must maintain current First Aid/CPR/AED certification.
Must have advanced Excel skills.
PREFERRED QUALIFICATIONS:
Water Distribution Manager (WDM) III Certification
Bilingual English/Spanish
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:
Considerable knowledge of Public Works principles, practices, and methods as applicable to a municipal setting; thorough knowledge of applicable City, State and Federal policies, laws, and regulations relating to potable water and stormwater management.
Proficient in the use of computers, Microsoft 365 programs, and GIS; must have advanced Excel skills and the ability to learn other technology quickly; ; skilled in operating the listed tools and equipment.
Working knowledge of principles and practices of modern public administration; ability to accurately record and maintain records in accordance with the City's records management policy and Washington Secretary of State records retention requirements.
Ability to establish and maintain cordial and collaborative working relationships with employees, supervisors, other departments, officials, and the public; must be able to communicate in a clear, concise manner verbally and in writing; ability to respond to common inquiries or complaints from customers, regulatory agencies, and the public; ability to present information in a manner suitable to different audiences.
Ability to respond to stressful situations in a calm, professional manner.
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents; ability to conduct necessary research and compile comprehensive reports.
Ability to perform calculations to prepare and monitor budgets and forecast future impacts; ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory and factor analysis.
