Job Description
The primary objective of this professional position is to manage, coordinate and implement activities relating to water resources engineering and project management, including but not limited to compliance with city ordinances and policies, the City's Water Resources Management Plan, MPCA NPDES MS4 permit implementation, FEMA's National Flood Insurance Program, and coordination and liaison to the city's four watershed management organizations.
*Depending on qualifications/licensure, the selected candidate will be assigned the title of Water Resources Programs Manager I or II. * This position is exempt (salaried, not eligible for overtime).

Duties/Responsibilities
- Responsible for activities related to water resources, including MPCA NPDES MS4 requirements, FEMA's National Flood Insurance Program, and compliance with the city's Water Resources Management Plan (WRMP).
- Responsible for the development, implementation, and recordkeeping relating to the city's compliance with the Minnesota Pollution Control Agency's NPDES MS4 storm water permit requirements. Coordinates with other city departments and agencies, as required.
- Serves as technical liaison to and represents the city of Minnetonka with the Minnesota Pollution Control Agency (MPCA). Participate in Total Maximum Daily Load studies affecting the city and is responsible for coordination and implementation of all requirements that arise from those studies.
- Responsible for development and implementation of ordinances, plans, and programs that arise from new federal, state, and watershed district rules, requirements and mandates.
- Provides flood zone information to the public as part of FEMA's National Flood Insurance Program.
- Completes technical review of grading plans, driveway permits, and development proposals for compliance with respective water resource requirements.
- Works closely with the Planning and Natural Resources Divisions to provide grading plan and building permit review related to storm water and floodplain management, drainage and grading as required by city ordinance, or as required as conditions of approval for lot divisions, site plan development, planned unit development, and building and residential home construction.
- Responsible for ensuring compliance with storm water management rules from the city's Water Resources Management Plan (WRMP) as they relate to development, redevelopment and new home construction.
- Provides or coordinates field inspections to verify developer and homeowner compliance with permits and storm water management rules and requirements.
- Serves as a member of the planning review committee.
- Assists with the preparation of permits relating to water resources as required by the Minnesota Department of Transportation, the Minnesota Department of Natural Resources, the Minnesota Pollution Control Agency, Hennepin County, watershed authorities, and others as may be determined.
- Serves as the city's primary liaison with the Minnesota Pollution Control Agency (MPCA), Bassett Creek Water Management Commission, and the Minnehaha Creek, Nine Mile Creek and Riley-Purgatory-Bluff Creek Watershed Districts, including serving as a technical representative on all Technical Advisory Committees (TAC) and other advisory boards, as needed. Additionally, serves as one of the city's liaisons with the Minnesota Department of Natural Resources (MNDNR) and the Board of Water and Soil Resources (BWSR).
- Assists in development and implementation of the storm water Capital Improvements Program (CIP) and management of the city storm water utility fund.
- Works closely with the Public Works Department drainage crew on identifying and prioritizing maintenance and capital improvement projects and assists in construction coordination.
- Prepares and makes recommendations on timing and type of storm water best management practices maintenance for basins throughout the city and ensuring compliance with applicable federal, state, and local requirements.
- Manages and coordinates with consultants, as necessary, to design and prepare plans for maintenance and executes CIP projects.
- Manages and collaborates with Construction Coordinators on construction administration of storm water maintenance and CIP projects.
- Makes recommendations to adjustments of storm water utility fees to maintain necessary budgets within the storm water utility fund.
- Responsible for overseeing contract construction activities, surveying/staking and inspection of storm water improvement projects including scheduling and coordinating the activities of all contractors, and communicating and coordinating with consulting engineers and all other government agencies implementing those projects.
- Responsible for providing timely reports on all ongoing construction activities to the assistant city engineer, the city engineer, public works director, the city manager, the city council and the general public as may be appropriate or as directed.
- Responsible for communicating project updates with public.
- Coordinates and supervises the work of the staff assigned to water resources activities. Responsible for their training, schedules, performance evaluations and the efficiency and effectiveness of the assigned technical staff.
- Interface with watersheds and successfully lead or participate in watershed master planning/drainage basin design plans, and floodplain studies.
- Responsible for understanding project financials and successfully completing tasks and projects that are on time and on budget.
- Multi-task and effectively manage multiple initiatives simultaneously.
- Provide strong communication skills with ability to work remotely and collaboratively with consultants and project team members.
Other Job Functions
- Responds to inquiries from, and provides information to, residents and other members of the public about drainage concerns and water resources management issues via telephone, written correspondence, and personal meetings.
- Assists the Natural Resources Division with water resources education, as needed.
- Represent the department and make presentations at Planning Commission meetings, City Council meetings, or other meetings as directed.
- Write materials including council reports, proposals, recommendations, ordinances, resolutions, or policies.
- Coordinates and trains interns on proper data collection techniques and standards for MS4 inspections.
- Performs other duties, including related field work, and assumes responsibilities, as apparent or assigned.
Qualifications
Minimum Qualifications
- A commitment to and belief in the organization's shared values.
- A Bachelor of Science Degree in Civil Engineering, Environmental Engineering, or a Water Resources related field, or equivalent combination of education and work experience.
- At least five years of practical experience working in the field of water resources, municipal design, transportation design or equivalent.
- Experience using MicroSoft Suite.
- Valid driver's license.
Desired Qualifications
- Five to ten years working knowledge of water resources management techniques and familiarity with water resources laws, rules, and regulations, including NPDES procedures and requirements.
- Engineer-in-Training (EIT) or Professional Engineer (PE) registration in the state of Minnesota.
- Registration as a Certified Floodplain Manager (CFM) or ability to obtain with one year.
- Three years of experience working with software including XP-SWMM, HydroCAD, ArcGIS Pro, CAD software, etc.
