Job Summary

Employees in this class provide operational and maintenance management, operational support management, administrative management, and associated services to enable the Water Resources Department to provide and maintain the public utility service functions of Wastewater Collection and Water Distribution in a compliant, safe, responsible, and customer-friendly manner and environment. Depending on the position, work may include managing and supervising department call center and warehouse operations and personnel. Employees report to the Operations Manager of Water/Sewer Systems or designated management as specified by the Director, of Water Resources or the Deputy Director - Water Resources. Completed work is reviewed for accuracy and the nature and propriety of the final results.

Essential Functions

Supervises, coordinates, and provides technical guidance to field services crews in the operation, maintenance, and repair of water, wastewater, and related systems and functions; reviews work plans, schedules, and compliance requirements.

Provides assistance to the Operations Manager of Water/Sewer Systems or designated management for the various business functions required to manage the administration, operations, maintenance, and various operations support requirements associated with the Water Distribution and Wastewater Collection Divisions.

Provides support services management to ensure the efficient operation of the division by processing information requests; coordinates work with a variety of outside vendors; oversees adherence to contracts with outside vendors providing services to the department.

Manages staff and business functions associated with the procurement, storage, and issuance of parts and supplies; reviews procurement requisitions and purchasing card requests for accuracy and conformance to purchasing guidelines; trains staff in purchasing procedures; reviews payment/procurement documents to verify availability of funds.

Establishes job priorities and identifies and implements actions to obtain resource requirements.

Troubleshoots and resolves problems relating to division operations, operations support, and maintenance groups.

Recommends and develops plans and procedures regarding various administrative and warehouse functions.

Manages existing asset/inventory management system.

Manages and administers the division's work order system and workflow processes.

Provides directions to division staff relating to scheduling, assigning, completing, and reviewing work; trains and instructs in work methods; evaluates performance and recommends salary adjustments; screens potential applicants, interviews applicants, and recommends for hire.

Provides assistance in the development of short-term and long-term goals for the division.

Assists the Operations Manager of Water/Sewer Systems in preparing bid specifications, Requests For Quotations (RFQs), Requests For Proposals (RFPs), and Standard Operating Procedures (SOPs).

Provides program development to improve the effectiveness and efficiency of business support functions.

Processes division personnel-related documents and ensures that proper procedures are followed and that actions taken are in compliance with the Human Resources Department's policies and procedures; serves as a liaison to the Human Resources Department; assists division personnel with payroll and benefits-related issues.

Generates and prepares monthly and weekly reports for the Director and other departments.

Tracks and/or processes service requests, work orders, complaints, and/or data for departmental programs.

Provides project management to include preparation, development of report summaries, and maintenance of project documentation.

Monitors tracks and enforces departmental safety and operational training and development requirements. Ensures all required certificates and licenses for staff have been obtained.

Ensures all regulatory correspondence is completed as required.

Assists with other miscellaneous assignments as required or assigned by the Operations Manager of Water/Sewer Systems or designated management.

Provides customer service complaint investigation and resolution support.

AdditionalDuties:

Employees in this classification may be expected to perform any related duties as required by proper authority.

Knowledge, Skills, and Abilities

Knowledge of the materials, practices, methods, vehicles, equipment, and chemicals used in the construction, maintenance, and repair of water, wastewater, and related systems.

Knowledge of pertinent federal, state, and local regulations governing the operation of water, wastewater, and related systems.

Knowledge of departmental and County purchasing procedures and policies.

Knowledge of inventory control, budget control, record keeping, and shipping and receiving procedures. Knowledge of the principles and practices of supervision.

Skill in using independent judgment and discretion.

Skill in the use of inventory control/asset management software. Ability to operate modern office equipment.

Ability to supervise others, and to prioritize, schedule and delegate assignments.

Ability to establish and maintain cooperative and effective working relationships with others. Ability to communicate effectively, both orally and in writing.

Ability to intermittently sit, stand, and move around.

Ability to use tools and equipment that require a high level of dexterity.

Working Conditions

Work is performed in an office, outdoors, and in a warehouse with exposure to loud noises, dirt, dust, grease, irritating chemicals, and moving parts of machinery. Work may occasionally be performed outdoors in inclement weather.

Minimum Qualifications

1) Bachelor's degree in business or public administration, engineering, or a related field.

2) Five (5) years of progressively responsible experience in water or wastewater plant or field services operations including at least two (2) years of supervisory level experience.

3) OR have a combination of education, training, and work experience that is equivalent to #1 and #2 above that provides the requisite knowledge, skills, and abilities for this job.
