The Department of Transportation (DOT) is looking to hire a Web Application Developer (IS Systems Development Services Specialist ) position to support the Division of Motor Vehicles (DMV) and Division of State Patrol (DSP). We are seeking a dedicated team member to share new ideas and collaborate on projects that enable the citizens of Wisconsin to use customer self-serving applications and tools to conveniently obtain agency products and services online.

This full-time permanent position is headquartered at the Hill Farms State Office Building on the near west side of Madison, Wisconsin and allows the option to work remotely up to 5 days per week. All employees are expected to work within the State of Wisconsin . This position will be required to come into the Madison, WI office for training, meetings and/or operational needs. This topic will be discussed more at the time of the interview. Our building is also conveniently located close to the restaurants, shopping, and entertainment of the Hilldale Mall .

Position Summary

The position will provide analysis, technical design, development, testing, and security review for complex projects/applications that utilize web, mobile, and mainframe platforms. The position will take a leadership role in consulting with multiple DOT areas to define technical business solutions by adopting innovative approaches for web development including new tool integration, framework conversions, quality code reviews, and security assessments.

Salary Information

This position is in schedule-range (07-33) with an annual salary of $74,880 - $104,000 (or $36 - $50 per hour), plus excellent benefits . A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications

Minimally qualified applicants must detail having experience in all of the following in order to be considered:

  • Significant work experience developing web applications using JavaScript or similar technology (e.g., TypeScript, jQuery), and Angular platform or similar platform (e.g., React, Vue), and a Java-based technologies (e.g., J2EE, Spring, Spring Boot, Hibernate, JPA)


  • Professional work experience developing and using REST and/or SOAP-based web services


  • Professional work experience developing applications that integrate with databases


  • Professional work experience translating business requirements into technical specifications and/or performing analysis and design of application systems


In addition to all of the above criteria, highly qualified applicants will also detail having experience with at least one or more of the following:

  • Working with WebSphere Liberty


  • Developing micro-services and single-page web applications


  • Developing web applications in the .NET framework using C#


  • Troubleshooting and resolving complex production issues, including investigating root causes and implementing solutions
