Position Summary:
The Well-Being Services Manager is responsible for the management, administration and delivery of all STC Well-Being Child and Family programs and services in order to ensure that the needs of our children & families are met in a reasonable, effective and efficient manner and are in line with First Nations cultural and spiritual practices. The Program Manager is responsible for the overall direction and management of the Intake and Protection Units.

Position Summary:
The Well-Being Services Manager is responsible for the management, administration and delivery of all STC Well-Being Child and Family programs and services in order to ensure that the needs of our children & families are met in a reasonable, effective and efficient manner and are in line with First Nations cultural and spiritual practices. The Program Manager is responsible for the overall direction and management of the Intake and Protection Units.
Responsibilities:
- Ensure that all agency operations are conducted within relevant legislation, policies and procedures.
- Coordinate development and implementation of policies, procedures and programs.
- Tracks and allocates staff and other resources within the service area to ensure quality services is provided to children and families and to ensure programs work towards the achievement of the strategic goals of STC.
- Coordinate the preparation of the annual budget and work plan.
- Adhere to funding requirements and financial legislation, policies and procedures.
- Review all monthly financial statements & reports.
- Review and monitor costs; continuously seeking new ways to optimise expenses and labour costs.
- Report and provide recommendations to the Director of Well Being Services regarding expenses, purchases and resourcing costs prior to purchase or agreement to services.
- Establish and ensure internal financial controls are in place.
- Recruit and selects new staff and directly supervise, evaluates and delegates responsibilities and authority to STC Well-Being Services supervisors based on the established organization structure.
- Provide senior case and/or policy consultations to staff on complex cases and/or issues.
- Monitor progress of direct reports towards goals; provide timely feedback, conduct employee performance evaluations and assess work performance, developmental plans and provide discipline if required.
- Develop proposals for program funding.
- Ensure program funds are expended appropriately.
- Establish and maintain program policies procedures and standards.
- Evaluate the effectiveness of programs and program delivery.
- Troubleshoots and seeks further clarification for unique situations and interpretations of policies on behalf of supervisors.
Education and Experience:
- A Social Work degree from a recognized post-secondary institution.
- A minimum of eight years progressive experience in the field of child and family services.
- A minimum of five years proven experience in progressively responsible supervisory/management positions in the field of child and family services.
- Must be a member in good standing or eligible for registration with the Saskatchewan Association of Social Work within 6 months of employment.
- Experience working within a governance structure in a community development capacity with First Nations; familiarity with First Nations culture, history is considered an asset.
Knowledge, Skills and/or Abilities:
- Must possess a solid understanding in Child and Family programming and service delivery.
- Skilled in providing mentorship, coaching and performance feedback with the ability to motivate others in a collaborative team environment.
- Ability to manage, direct and lead staff to the achievement of goals and priorities.
- Knowledge of fiscal management and generally accepted accounting procedures.
- Analytical skills in order to evaluate program needs and results, recognize challenges, identify causes and provide solutions.
- Exceptional time management, prioritization and organizational skills

- Knowledge of the political, social and economic objectives of the Saskatoon Tribal Council and of the Dakota, Cree, and Saulteaux cultures will be considered an asset.
Other:
- Must possess a valid Saskatchewan driver's license and meet STC's insurance requirements;
- Must provide a current, original, Canadian Criminal Record Check (CPIC) with vulnerable sector search as a condition of employment.
