Job Description:

The Whole Health & Equity Director for the North Carolina Medicaid Health Plan is a dynamic leadership role combining strategic oversight with impactful community engagement across four key areas. This role will spearhead initiatives to enhance whole healthcare outcomes and ensure health equity, working closely with both state and local partners. As a pivotal figure in the state's Medicaid plan, the Director will drive strategic plans for Whole Health and coordinate Health Equity efforts, leading community pilot programs to address social determinants of health. In addition, they will serve as a crucial liaison, maintaining robust relationships with the state of North Carolina Client and our Blue Cross Blue Shield North Carolina Partner, overseeing performance metrics, regulatory reporting, and ensuring impactful health communication strategies. The Whole Health & Equity Director must reside in North Carolina, reflecting their commitment to directly impacting the local communities.

How You Will Make An Impact:
  • Lead comprehensive efforts to strategically improve healthcare outcomes, such as suicide prevention and maternal-child health, by creating and overseeing the whole health strategic plan and chairing the Whole Health Committee.
  • Direct health equity initiatives, such as targeting better immunization rates and respectful integration of cultural nuance to member populations, while serving as the Chairperson for the Health Equity Committee.
  • Coordinate pilots across six counties, implementing innovative approaches to address social determinants of health.
  • Oversee the Healthy Opportunities Program across North Carolina, setting benchmarks for services and outcomes through effective collaboration with Community Partners.
  • Act as the face and voice of the Health Plan to the State of North Carolina and Blue Cross Blue Shield North Carolina, crafting executive communications and delivering persuasive presentations.
  • Conduct thorough data analyses, ensuring regulatory compliance and quality reporting, while consistently evaluating outcomes in collaboration with community organizations.


Requires a BA/BS degree and 5 years of experience, preferably in public health, social/human services, social work, public policy, health care, education, community development, or justice; or any combination of education and experience, which would provide an equivalent background.

Highly preferred skills and experiences:

-Experience leading a Whole Health, Health Equity, or Social Determinants of Health (SDOH) function in our Elevance Health business - or from another health plan (preferably Medicaid), North Carolina Community setting, Provider setting, or Hospital System setting where a deep understanding of programming for Whole Health, Health Equity, and Healthy Opportunities has been garnered.

-Strong operator with proven success and formal training in project management.

-Highly effective, confident communicator with the ability to influence at the Executive level. Experience designing and delivering C-level materials.

-Data and reporting experience.

-Strong community group relationships throughout North Carolina.

-Clinical background and acumen or experience working with clinical stakeholders.
