The primary purpose of this position is to manage the daily operations of the WIC program in Cumberland County. This position is responsible for maintaining daily clinical operations of four (4) WIC sites in Cumberland County. This includes developing and monitoring program goals and maintaining participant base assigned caseload. The position is also responsible for overseeing our WIC Vendor Coordinator who manages the program. This position supervises the following four positions: Two Site Supervisors, Administrative Assistant and a Nutritionist III (Breastfeeding Program Supervisor).

Examples of Duties

Duties for this position include, but are not limited to:
  • Develop operational policies and procedures to ensure compliance to State, Federal and local statues and regulations,
  • Prepare and distribute appropriate management reports,
  • Perform supervisory functions to include interviewing, selecting, evaluating, disciplining, and staff development and trainings.
  • Provide clinical and programmatic supervision.
  • Coordinate the administration of the WIC Program in compliance with state law and other WIC agency recommendations by approving educational materials, WIC outreach activities, ordering supplies, written request for equipment approval from state, , attend state mandated trainings, conferences and workshops.
  • Provide guidance to site managers in regards administrative and State and local policy changes and follow-up to ensure appropriate interpretation and implementation.
  • Responsible for records of program performance, food benefits issuance, and outreach plans for expansion.
  • Monitor Nutritionist III and their coordination of Breastfeeding Peer Counselors on policies and procedures for inventory, storage and issuance of breast pumps to enrolled WIC Program participants.


Employee is subject to be called upon anytime to help the agency respond to a public health emergency which may include, but is not limited to, outbreak investigations, staffing mass dispensing or immunization clinics, providing disaster relief, or other incidents (man-made or natural and intentional or non-intentional) as they arise, or any public health response requested by the Health Director.

Minimum Qualifications

Master's degree in nutrition or public health nutrition and three years of program administration or supervisory experience, plus the ADA Commission of Dietetic Registration eligibility; or an equivalent combination of education and experience.

Administering the Class: Candidates should provide documentation from their respective university or college certifying Commission eligibility and/or indicating completion of an ADA approved dietetic internship. If Commission registered, candidates may provide registration number. Satisfactory completion of an ADA approved dietetic internship not receiving college credit can be treated as one full year of experience.

Degrees must be received from appropriately accredited universities.

Applicants who have obtained their education outside of the U.S. and its territories must have their academic degrees validated as equivalent to the degree conferred by a regionally accredited college or university in the U.S. The National Association of Credential Evaluation Services (NACES) is a referral resource for applicants who need to have their credentials certified as equivalent.   • Thorough knowledge of principles and practices of the field of nutrition.
  • Thorough knowledge of dietary assessment techniques.
  • Considerable knowledge of the principles of supervision and management.
  • Considerable knowledge of current research findings and trends.
  • Considerable knowledge of community resources and socio-economic groups.
  • Skill in interviewing, counseling, and dietary assessments.
  • Ability to plan, develop, direct, and evaluate a nutrition program.
  • Ability to train and supervise students, interns, administrative support and professional staff.
  • Ability to establish rapport with community agencies and groups such as hospitals, hospice, medical society, civic groups and schools.


Must have or obtain and maintain a valid North Carolina driver's license with an acceptable driving record. Background check and negative drug test are required.
