Summary

Under limited direction, performs professional and supervisory work of considerable difficulty in directing the Northeastern Arizona Local Workforce Development Area; performs related work as assigned.
Essential Job Functions

  • Supports operations and administration of Workforce Development Board by advising Board Members, interfacing between Board and Staff, and supporting Board's strategic direction.
  • Provides administration and direction of the Northeastern Arizona Local Workforce Development Board and Associated Committees.
  • Directs the development of the Northeastern Arizona Workforce Development Plan
  • Development and negotiation of contracts with the State of Arizona, WIOA Administration, the Grant recipient and service providers.
  • Directs development of the operational budget for all administrative entity functions.
  • Provides fiscal oversight of the administration, employment and traying program.
  • Provides performance oversight and technical assistance to service providers.
  • Serves as the major liaison for the Board with Federal and State agencies, grant recipients, local elected officials and service providers.
  • Conducts Oversight and Monitoring of the Adult, Dislocated Worker, and Youth Programs
  • Oversees the development of contracts.
  • Design and develop special projects on behalf of the Workforce Board.

Knowledge and Skills

  • Knowledge of laws, rules and regulations governing eligibility and determination for diverse public assistance programs and related case administration techniques.
  • Knowledge of interviewing, information gathering, and employment counseling techniques.
  • Knowledge of local employment and social services resources.
  • Knowledge of principles and practices of supervision.
  • Skill in assessing and evaluating employment problems, providing advocacy services, and making recommendations based on observations and interviews.
  • Skill in effectively communicating verbally and in writing.
  • Skill in establishing and maintaining effective working relationships with employees, other agencies and the public.
  • Skill in planning, organizing and directing the work of others.

Desirable Qualifications

Bachelor's Degree AND seven years experience OR equivalent combination of education, training, and experience. Certification for fingerprinting and drug testing. Valid Arizona state driver's license.
