SALARY RANGE: $93,622.00 - $149,726.00 ANNUALLY

BACKGROUND CHECK

PROBATION

All persons, including current City employees, selected for this position must complete a mandatory 6-month probation.

SUMMARY OF POSITION

The City of Baltimore's Bureau of Accounting & Payroll Services (BAPS) is seeking a Workday Systems Analyst specializing in Workday Time Tracking, Absence Management, and Expenses to support the City's technology-driven payroll and financial operations. This position plays a critical role in the continued development and maintenance of Workday's functional workstreams related to employee time tracking, leave management, and expense processing.

Under the direction of the Payroll Manager, the Workday Systems Analyst will be responsible for solution development, troubleshooting, testing, and deployment within the Workday environment. The candidate must have demonstrated expertise in system problem-solving and experience collaborating with stakeholders to enhance operational efficiency through technology solutions.

ESSENTIAL FUNCTIONS
  • Workday Configuration & Support
    • Analyze, develop, and implement solutions for the Time Tracking (TT), Absence Management (ABM), and Expenses workstreams.
    • Troubleshoot and resolve system issues, creating and recommending appropriate solutions.
    • Design, test, and document system enhancements using best practices to ensure system integrity and performance.
    • Ensure thorough testing of system changes, including scenario development and validation.
    • Utilize Change Request (Charm) tickets to document system modifications and testing results.
    • Collaborate with Payroll and other functional leads to verify and approve system changes before deployment.
    • Monitor system updates in production and proactively address any post-implementation issues.
  • Stakeholder Collaboration & Communication
    • Attend and actively contribute to regular update meetings with agencies and internal teams.
    • Engage with Change Control and Change Management teams to coordinate feedback, testing, and approvals.
    • Provide guidance and technical support to end-users, ensuring alignment with operational needs.
  • Ad Hoc Reporting & Analysis
    • Develop custom reports as needed to support data-driven decision-making and compliance requirements.


EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: A bachelor's degree from an accredited college or university.

AND

EXPERIENCE: Have seven years of experience in administrative or professional work, two years of which must have included supervision or project management.

OR

EQUIVALENCY NOTES: Have an equivalent combination of education and experience.

PREFERRED QUALIFICATIONS
  • Education & Certification:
    • Bachelor's degree in a technology-related field (e.g., Information Systems, Computer Science).
    • Certification in Workday Time Tracking, Absence Management, or Expenses (at least one).
  • Experience:
    • Proven Workday expertise in either Time Tracking or Absence Management, OR demonstrated experience in programming, system troubleshooting, and problem-solving within an IT environment.
    • Strong analytical skills with the ability to create and test system solutions effectively.
  • Workday configuration experience across multiple modules.
  • Familiarity with payroll processes and system integrations in a government setting.
  • Experience in cross-functional collaboration to enhance technology adoption and process improvements.
