Summary
The City of Bend Water Services Department is actively recruiting for one (1) full-time WRF Mechanical Systems and Reliability Supervisor. This opportunity is a non-represented, FLSA exempt position (not eligible for overtime). The position reports to the Water Reclamation Manager in the Water Services Department.

Summary
This position supervises the Water Reclamation Maintenance work group. They are responsible for providing mechanical, professional, technical, and administrative support for the City and departmental operations. They supervise and support the Water Reclamation Facility (WRF) maintenance staff, ensuring efficient equipment functionality and regulatory compliance. The role involves the direct supervision of a broad range of staff, including those performing electrical professional duties (Electricians), instrumentation and control technicians, and skilled mechanics of various levels. This position reports to the Water Reclamation Facility Manager.
Classification Overview
Provides professional, technical, and administrative support for City and departmental operations and services by providing supervision and support programs or organizational units. May support the work of other departments and/or the community. Responsible for the supervision of a broad range of staff including those performing professional, technical, and skilled work that may require advanced knowledge, education, or certifications/licenses. Reports to a classification within the Manager Series or a non-represented position that is equal to or greater than the Manager Classification.

Duties and Responsibilities

The individual in this position is expected to engage in the following work-related activities.
  • Supervises the activities of water reclamation facility repair and maintenance functions. This includes implementation of and adherence to applicable policies, procedures, standards & specifications in the areas of maintenance and repair on assets at grade or underground.
  • Supervises, monitors and inspects completed work for compliance with applicable federal, state, and local laws, ordinances, standards, and regulations.
  • Supervises and instructs subordinates in the use of equipment associated with the maintenance, repair, upgrade, and expansion of the existing water reclamation systems, and other tasks as required to safely and successfully complete assigned projects.
  • Develops and enforces standard practices, policies, and procedures for daily operations of projects, and tasks; establish goals and direction and communicate expectations to staff.
  • Assists in the planning, development, implementation, and administration of WRF and wastewater utility initiatives.
  • Monitors and evaluates unit performance, identifying opportunities for improvement and overseeing new tasks and responsibilities for assigned projects.
  • Ensures the use and accuracy of the utilities asset management system by work group staff.
  • Performs research and initiates the purchase and inventory management of equipment, supplies and tools necessary to complete all repairs or replacement.
  • Prepares and maintains a variety of work order records and logs related to daily activities and operations; prepares technical memorandums/reports for dissemination to internal departments and/or external agencies.
  • Communicates and coordinates frequently with other utility work groups and their respective supervisors to ensure the overall needs of the utility are being met including proactively addressing major utility operations, maintenance, and labor issues.
  • Assists in the development, administration, and monitoring of the division budget, including allocating resources and recommending expenditures and contracted services.
  • Procures and manages private contractor work related to this Utility work group's functional area of responsibility.
  • Ensures availability of support staff for after-hours emergency work and on-call standby duties.
  • Create standard practices, policies, and procedures for day-to-day operations of the unit, projects, or tasks; establish goals and direction and communicate expectations to staff.
  • Assist in the planning, development, implementation, and administration of unit and Department initiatives.
  • Develop and monitor unit performance and identify opportunities for improvement; oversee development of new tasks and responsibilities for assigned work unit's projects.
  • Ensure that critical unit functions are completed, and tasks and duties assigned to staff are achieved within schedule or progressing as scheduled.
  • Communicate the status of projects and tasks with City of Bend management and other related units and make recommendations and adjustments as necessary.
  • Assist in the development and administration of the unit's budget, including assisting with the cost analysis of work duties, projects, and operational staffing.

This position is a management position which encompasses supervisory responsibility, including the following tasks.
  • Directly supervise all team members, including training, assigning, and directing work, evaluating performance, disciplining as necessary, and addressing employee concerns and grievances.??

Education, Experience, Certifications and/or Licenses
Any combination of experience and training that would likely provide the knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be as noted below.
  • High School/GED or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
  • 2 to 3 years' experience in a similar position and/or performing similar tasks.
  • 2 to 3 years of supervisory experience

Specific Requirements and/or Qualifications
  • Ability to obtain within 12 months and maintain Certified Maintenance and Reliability Technician (CMRT)
  • Ability to obtain within 12 months and maintain Certified Maintenance and Reliability Professional (CMRP).
  • Current and valid Driver's license per City policies outlined in the Employee Handbook.
