Leidos is presently seeking a Chief Engineer and System Engineering Manager in support of the Defense Information Systems Agency GSMO-II Program. This position will have management responsibility for a virtual team of SecDevOps Engineers, System and Cloud Engineers. They will be responsible for day to day of the special projects team and the design and execution of the current planned innovations for GSMO-II. They will provide report to and support to the program Chief Architect on thought leadership and technical implementations across the GSMO-II contract. Additionally, they will be accountable for delivery of innovations and their successful transition to operations.

This position can be supported on-prem or in a hybrid model, with a regular presence at Ft. Meade, and periodic travel to DISA Operations locations.

Pay Range:
Pay Range $142,350.00 - $257,325.00

Additionally, they will be accountable for delivery of innovations and their successful transition to operations.
Primary responsibilities will include, but are not limited to, technical and project management leadership tasks including:
- People Leadership of SecDevOps team, Systems and Cloud Engineers of greater than 50+ individuals.
- Analyze Government customer requirements, concepts of operations documents, and high-level architectures to develop system requirements specifications.
- Guide Government customers in formulating functional, hardware, and/or software requirements, advises alternative approaches, and conducts feasibility studies.
- Supports the evaluation and analysis of design and performance behind current and future technologies and architectures used on the GSMO-II programs.
- Responsibility for the technical implementation of the GSMO-II special projects.
- Provides governance design and development for activities through the Engineering Review Board process.
- Collaboratively work with the team leadership to define the technical priorities in a high-tempo environment of the special project's innovations portfolio.
- Guide system development and implementation planning through assessment or preparation of project management plans and system integration and test plans.
- Facilitates problem-solving to manage risk, remove impediments, drive program-level continuous improvement, validate system characteristics, properties and behaviors, and enable early feedback.
- Support evaluation of new technologies, platforms or enhancements which could expand or enhance the GSMO-II program.
- Conduct Senior level customer presentations and demonstrations.
- Support proposal and ROM responses for new GSMO-II capabilities and ongoing enhancements
- Interface with Government customers and attend several technical meetings to brief technical solutions, status, and issues.
- Negotiates scope and resolve challenges via planning adjustments.

REQUIRED QUALIFICATIONS:
- Strong communication skills - able to clearly articulate status and present to both customers and Program leadership.
- Demonstrated leadership skills and attention to detail.
- Well-versed in Cloud implementations, Software Defined Networking, AIOps, and Data Driven Operations
- Experience in large scale cloud native architecture design utilizing industry security standards.
- Familiarity with the full system lifecycle and advocate for technical discussion throughout design, development, integration, test, and sustainment activities
- Experience and SME level understanding of architectural designs and standards for ensuring the performance, availability, and security of cloud infrastructure systems in a DOD environment.
- Proactively assesses and monitors the current state of the service, user requirements, operations requirements, security gaps and industry trends to propose and deliver a roadmap to ensure infrastructure availability, support, and adherence to security/compliance requirements.
- Leadership experience utilizing agile methodologies.
- Currently possess an active Secret security clearance.
- Bachelor's degree in a relevant technical discipline and 20+ of related experience.
