Brillient Corporation is seeking candidates to join its Team supporting a federal contract. The position is located in Silver Spring, MD. This position requires U.S. Citizenship or a Green Card holder and the ability to obtain and maintain a Government public trust level security clearance. The candidate must have lived in the United States for at least three out of the past five years prior to your application date. Brillient is seeking an experience Business Systems Analyst Subject Matter Expert (SME) to assist our government client's Technical Staff in the development and implementation of technical specifications and plans for procurement of cloud services, and IT equipment (hardware and software), and support resources required for integrating new system designs.

The Business Systems Analyst SME will support our government client's organizational and transformative initiatives.

The Business Systems Analyst SME is expected to consultant with stakeholders, vendors, and subject matter experts in order to identify, and plan for the implementation of technical solutions by defining priorities, scheduling and deploying resources for projects, and following established communications strategy as a part of each Digital Transformation project in conjunction with TPLC and MORM transformative organizational work efforts.

The Business Systems Analyst SME will serve as advisors to management on the evaluation of the effectiveness of our client's programs and operations, and the productivity and efficiency of those programs. The Business Analyst SME shall collaborate with our client's subject matter experts to assist in process improvements, primarily on design and analysis in the areas of organization, planning and information technology.

Experience and Skills
The Business Systems Analyst SME shall support our client's program by providing:

The business analysis support and services provided to our client shall consider the full life cycle, inclusive of initial planning through systems decommissioning.

The Business Systems Analyst SME shall assist our client's Technical Staff in the development and implementation of technical specifications and plans for procurement of cloud services, and IT equipment (hardware and software), and support resources required for integrating new system designs.

  • Analyze business needs, lead requirements gathering efforts and document high-level and detailed business and technical requirements.
  • Develop use cases and assist with software evaluation efforts.
  • Create procurement documentation such as Requests for Proposals (RFP), Requests for Information (RFI) and Statements of Work (SOW).
  • Assist with the development of project plans and schedules.
  • Identify and solve problems affecting the business solution, work closely with project managers to analyze the existing business systems and make recommendations for improvement.
  • Analyze and model the business domain to create a complete picture of work-flows, task assignments and technical requirements fulfilled by existing and proposed software; including analyzing documents and processes to establish problem areas.
  • Analyze process and workflows to identify timeframes and possible barriers to efficient operation of business activities.
  • Collaborate with the business to translate business needs into well-documented, high-quality requirements functional designs, and system supplemental specifications.
  • Evaluate and analyze changes requests, as well as system impacts and possible solutions.
  • Provide quality control and test plans for work completed by software engineers to ensure requirements have been met.
  • Maintain business operation artifacts in designated team collaboration site
  • Provide line managers with objectively based information for making decisions.
  • Create and maintain software and system support documentation such as user manuals.
  • Design, coordinate, and conduct training as needed.
  • Performs a variety of analytical, administrative and management support activities for our client relating to the development, preparation, and coordination of information systems.
  • Ensure the inclusion of information security and information assurance policies, principles, and practices in enterprise data architecture.
  • Create necessary EPLC documentation and follow our client's EPLC including the participation in any Change Control Boards (CCB), Stage Gate Reviews.
    • Participate in any security related activities including providing documentation to obtain our client's ATO
    • Create and manage the user stories within JIRA or similar ALM tools.
    • Prepare cost benefits and analysis reports for computer systems upgrades.
  • The Analyst will be a bridge between Business and Technology analyzing business and technical issues that arise in End to End and System to System testing as well as help define solutions.
  • Design Testing approaches for testing external interfaces, including performance and End-to End testing scenarios.
  • Support business and technical analysis sessions for defects and enhancement development efforts.
  • Provide issue management for end-user problems and ensure a consistent high-level of responsiveness and customer care.
  • Create test cases, user acceptance criteria, process maps, data mapping and formal test documentation.
  • Perform root cause analysis to identify, troubleshoot, and mitigate technical and performance issues.
  • Create conceptual business models, product backlogs, user stories, and other design documentation as needed.
  • Create and maintain requirement traceability matrix and documentation.
  • Lead product owners, stakeholders and development teams on the definition, refinement and documentation of product epic/feature requirements, stories and acceptance criteria.
  • Work with product owners to refine, groom and prioritize development team backlogs, with goals of fully estimated business quarter length backlogs.


Technical Writing and Documentation Support:

The Business Analyst SME shall assist our client with IT system architecture documentation, design and planning of current and future technical and functional / business systems by depicting current(AS-IS) and future (TO-BE) models as required.

The Business Analyst SME shall facilitate and develop test plans, functional and operational technical requirements, process improvement, and technology gap analysis documentation the support provided to our client shall consider the full software development life cycle, inclusive of initial planning through systems decommissioning.

Technology Assessment & Evaluation:

The Business Analyst SME shall assist our client in research, development, test, and evaluation (RDT&E) activities identifying new and emerging technologies for potential insertion into current, and future programs to satisfy Center requirements. This may include, but is not limited to, analytical capabilities, infrastructure innovation, data innovation, and other strategic innovations as required by the TDS.

The Business Analyst SME shall engage in practices to enable rapid fielding of capabilities developed externally including the establishment of a Continuous Integration Practice built on the Continuous Integration/Continuous Delivery methodology providing the systematic, repeatable, secure, and streamlined delivery of capabilities to production environments.

The Business Analyst SME shall interface with Business Users, Developers, and various TDS team members to determine the most efficient, and cost-effective IT approach/technology to meet business requirements.

EDUCATION REQUIREMENT:

Bachelor's degree

EXPERIENCE REQUIREMENT:
  • Advanced skill identifying and analyzing business requirements and recommending solutions
  • Knowledge of data querying, reporting, forecasting, analysis and operations research
  • Advanced research, analytical, and problem solving skills
  • Minimum of 14 years of specialized experience in operations or management relevant to the applicable tasks. Excellent communication skills (verbal and written) and a demonstrated proficiency in Microsoft Windows/Office. Familiar with a variety of the field's concepts, practices, and procedures.


CONTRACT SPECIFIED KNOWLEDGE, SKILLS, CERTIFICATION REQUIREMENTS:
  • Understand both business and information technology to facilitate coordination and translation between the technical and business team while assisting in the development of application requirements.
  • Have knowledge of requirement gathering and analysis methodologies, process mapping techniques, software applications, and architectures.
  • Have business case development experience, the ability to conduct cost benefit analysis, knowledge of COTS business process management software, and experience creating software development test plans.
    • Experience using Application Lifecycle Management (ALM) tools like JIRA to document functional and non-functional requirements, design specifications, test cases and defects, and provide full traceability for projects.
