Scope of Work
Required consultant experience provided by Contractor, shall include:
PMP Certification
Experience managing IT projects (7 or more years)
Experience in FLAIR or other Financial Systems infrastructure (7 or more years)

Required Duties and Responsibilities of Consultant shall include but are not limited to:
Project Management for the PALM project - Remote work is not available for these two (2) positions.
o Manage all aspects of the implementation of PALM across the enterprise with little to no downtime
o Manage all aspects of the integration of PALM across all programs of the Department
o Integration management: Developing a project management plan; directing and managing all work for the project; monitoring and controlling the project work and managing any necessary changes; facilitates cooperation and motivates team members to accomplish group goals
o Scope management: Defining and managing scope, creating a work breakdown structure (WBS), and requirements; validating and controlling the scope of the project
o Time management: Planning, defining, and developing schedules, activities, estimating resources and activity durations; monitor the progress of a project; compare actual performance against planned/scheduled performance; adjusts schedule / resources to ensure that key milestones are reached
o Cost management: Planning and estimating costs, and determining budgets; managing the project's budget; identifying, planning, and coordinating required procurements
o Quality management: Planning and identifying quality requirements; performing all aspects of managing quality; controlling the quality of deliverables
o Human Resource management: Planning and identifying human resource needs; selecting, developing, managing, and coordinating a project team made up of multiple programs within DOR, DMS staff, and Vendor staff
o Communications management: Planning and managing all aspects of project communications; define the content and the format of project communications / reports based on information requirements of specific stakeholders or groups; ensure appropriate documentation is created/updated throughout the project processes; provide knowledge transfer to technical and non-technical staff as needed
o Risk management: Planning for and identifying potential risks; performing qualitative and quantitative risk analysis; planning risk mitigation strategies; implementing and managing mitigation strategies
o Stakeholder management: Coordinating and maintaining stakeholders from a variety of DOR and external entities and the public; planning and managing stakeholder expectations
o Managing the project(s) in accordance with the requirements the Florida Information Technology Project Management and Oversight Standards - Rules 60GG-1.001 through 60GG-1.009, F.A.C. Providing all documentation required.
3.2 Education/Certifications:3.2.1 Bachelor's Degree in Computer Science, Management Information Systems (MIS) or other technology related field. 3.2.2 Project Management Professional (PMP) Certification
