Job Description: Candidate should have experience doing system migration. Our client is moving from one Prior Authorization system to another so all of the configurations, users, data and reporting needs to be moved.
Candidate can be located anywhere in US, however preference is that the candidate is located in EST time zone.

Summary: Responsible for intermediate to large scale projects and project teams made up of internal and external resources to deliver business solutions and services. Projects may vary to include the following: system implementations, internal/cross functional department process improvement initiatives, implementation of new state health plans, systems selections, and implementation of new product lines, infrastructure/security or internal IT development projects/processes. Defines project charters, project planning, project scoping, and project delivery. Contributes and improves project management methodology and processes.

Essential Functions:
Manages all aspects of assigned projects throughout the development project lifecycle including project scope, schedule, resources, quality, costs and change. Identifies project management process improvements and delivery.
Manages diverse project teams that may include both on-shore and off-shore resources.
Manages hands-on code review/development/engineering or delivery capability.
Conducts peer review of other staff (internal and contract) to ensure and maintain high standards and quality.
Provides project estimates, manages project risks, releases planning, and provides quality assurance guidance and quality planning for the project, testing and support of UAT.
Facilitates and participates in technical/business discussions, requirements gathering sessions/JAD sessions.
Remains current with latest project management/technology trends and developments.
Participates in, promotes and supports the goals of the PMO (Project Management Office).
Participates in PMO process improvements and overall direction and best practices.
Develops and maintains detailed project plan to include milestones, tasks, and target/actual dates of completion.
Revises project plans as appropriate to meet changing needs and requirements.
Prepares and submits project status reports to management.
Manages multiple project budgets.
Schedules and conducts project meetings to include logistics, agendas, and meeting minutes.
Conducts regularly scheduled project status update meetings.
Leads the SOX compliant deliveries and compliance to architectural and PMO standard.
Interfaces, when appropriate, with all areas affected by the project to include internal subject matter experts, external corporate departments, and Health Plans, on various projects and manages project communication issues escalation, approvals, and deliverables traceability and project metrics.
Acts as liaison for department on enterprise wide projects.

Knowledge/Skills/Abilities:
Strong background of software development methodology, COTS project implementation methodologies and software engineering best practices.
Knowledge/experience with Agile development methodologies including Scrum.
Intermediate knowledge of MS office Tools (Word, Excel, Project, PowerPoint and Visio) and use of SharePoint.
Ability to successfully manage intermediate to large-scale projects using a prescribed approach.
Ability to develop detailed project plans, communication plans, schedules, role definitions, risk management, and assumptions.
Ability to create project management deliverables, such as, WBS, schedule, roles and responsibilities document, meeting agendas/minutes, issues and action items tracking.
Ability to identify obstacles to project success and present alternatives to manage/overcome obstacles.
Ability to work independently, as well as within a team.
Demonstrated ability to make effective business decisions and ability to multi-task and prioritize workload.
Analytical, synthesis, problem solving, and deductive and inductive thinking skills.
Excellent interpersonal and verbal and written communication skills.

Required Education: Bachelor's Degree in Computer Science, Computer Engineering, Information Systems or equivalent experience. Minimum of one Project Management course.

Required Experience:
2-4 years project management and systems implementation experience.
2-4 years in multiple technology environments.
2-4 years leading application development teams and/or COTS product implementation.
2-4 years experience leading projects with onshore and offshore staffing model.
Technical project management experience.
