  • Primary Care Digital Enablement (PCDE) seeks to create an integrated, well-coordinated system of team-based primary and community care. The PCDE portfolio integrates digital tools to help transform the way primary care services are provided to British Columbians, better supporting providers, and improving access and the overall patient experience. The PCDE portfolio also provides solutions which support patients and providers by streamlining workflows, while adding capacity in the system, increasing continuity of care, and information sharing, reducing administrative burdens to providers, and increasing access to secure patient information.
Services Required:
Client is looking for a Program Manager to collaboratively lead the work for PCDE portfolio. The Program Manager will provide program leadership, working closely with Project Directors, Project Managers, project resources, and workstream leads to ensure the program accomplishes all goals and deliverables.

The Program Manager is responsible for, but not limited to:
  • Oversee the execution of project tasks, and escalate issues to leadership as required
  • Developing and maintaining the Program artifacts and documentation (e.g., status reports, Program Charter, integrated roadmap, Program RACI, etc.)
  • Formulating a comprehensive program plan outlining goals, objectives, milestones, and timelines, and aligning the program's scope with the organization's strategic objectives
  • Effectively communicating with key stakeholders, including MoH Portfolio Leads
  • Chairing meetings to synchronize delivery approaches with other programs / initiatives
  • Collaborating with vendors for development and resourcing needs
  • Serving as an escalation point for technical and program issues
  • Advocating for project needs within relevant working groups and ensuring adherence to best practices
  • Leading cross-functional workstreams to facilitate the successful delivery of program milestones
  • Proactively identifying, assessing, and mitigating program-level risks, maintaining a comprehensive risk log, to ensure successful outcomes
  • Driving continuous improvement initiatives and ensuring the effective implementation of lessons learned
  • Leading program integration efforts and acting as a liaison with relevant internal and external stakeholders
  • Provide leadership by giving advice or guidance in situations that require interpretation and judgement
Constraints and Special Considerations:
All contracted resources are expected to provide their own tools for effective remote work at their remote working location, including computers and mobile devices. Client will not be providing equipment to external resources during the contract duration, but will provide tools, software, applications, and access for remote work.

Specific Qualifications or Experience Required:
A level of education, training, and experience equivalent to a degree in business,
administration, computer science or project management including training and/or experience in leading and coordinating large programs of project delivery work:
  • Minimum 15 years of experience in project and program management, team leadership, coaching, and/or problem and conflict resolution, utilizing waterfall/agile/hybrid methodologies
  • Ability to simultaneously manage multiple projects with constantly changing requirements and priorities
  • Experience working within the BC Health Authorities and/or Ministry of Health
  • Ability to create strong, collaborative partnerships and build trust with multiple stakeholders / team members, with a customer-focused mindset
  • Demonstrated capability to work collaboratively with senior management team and Executives
  • Experience with leading project financials, briefing notes, and business cases
  • Ability to explain concepts and topics in layman's terms to non-subject matter experts and build consensus and credibility among diverse stakeholder groups
  • Exceptional organizational and analytical skills
  • Ability to function well in a high-paced and at times stressful environment
  • Excellent interpersonal, written, and verbal communication skills dealing with senior executive and clinicians
  • Must be able to work independently to solve problems
  • Demonstrated capability in handling sensitive and challenging situations
  • Expertise in Project Management tools (e.g., Jira, Roadmunk, MS Project, etc.)
  • Working knowledge of collaboration and communication tools (e.g., MS Teams, Miro, Confluence, etc.)
  • Exceptional MS Office skills (e.g., Word, Excel, PowerPoint, etc.)
Required certifications/designations
  • Project Management Professional (PMP) designation
  • Program Management Professional (PgMP) designation
Preferred certifications/designations
  • Experience in change management methodologies and practices, with certifications such as PROSCI or CMP
  • Certified Scrum Product Owner (CSPO) and/or Certified Scrum Master (CSM) designations
