Position Summary Description

To provide support to more experienced engineering personnel by performing transmission planning activities and analysis. To assist in the development and implementation of documentation for transmission planning compliance with the NERC Reliability Standards and FRCC modeling requirements. Provide assistance to Seminole Member Staff on new or modifications to existing delivery points/substations and effectively communicate those to the respective Transmission Providers. Provide input into the planning process at Seminole, including but not limited to, economic analysis of new loads, best ways to integrate new resources or substations, and identification of areas on the Seminole system requiring upgrades/modifications for future load growth.

Essential Functions
  • Performs power system steady-state load flow contingency analysis, short circuit analysis, dynamic stability analysis, and single point of failure analysis of the interconnected transmission system.
  • Performs the modelling of Seminole and Seminole Member facilities within the FRCC Databank.
  • Participates and coordinates Feasibility, System Impact, and Facility studies, both internally and with Member staff.
  • Prepares annual FERC-715 and FRCC Form 13 filings.
  • Updates to the FRCC Transmission Map
  • Performs the function of Subject Matter Expert (SME) as it relates to assigned NERC Reliability Standards associated with the Planning Coordinator (PC) and Transmission Planner (TP) function.
  • Prepares input data for computerized solutions to engineering problems.
  • Supports technical analysis, planning studies and operational studies.
  • Supports the development of Seminole's short-term and long-term transmission expansion plans.
  • Actively participates in the FRCC Transmission technical subcommittee.
  • Develops automation scripting for use in studies, sorting data and results
  • Database creation for Transmission Planning data/information
  • Performs other duties as applicable to the position or as assigned.


Qualifications and Education Requirements

Bachelor of Science Degree in Electrical Engineering from an ABET accredited institution is required. Minimum of three (3) years of planning/engineering experience in the electric utility industry or related practice is preferred. A Master's Degree or registration as a Professional Engineer (PE) will equate to one (1) year of experience.

  • Load flow, short circuit, and stability Simulation Software, preferably Siemens PSS/E, Siemens MUST, and/or TARA's Power GEM

  • Generator Interconnection Studies
  • Python/Visual Basic/Access Programming Experience

Physical Requirements

Must be able to wear personal protective equipment (PPE), and respiratory equipment may be required. Must possess a valid Florida driver's license with an acceptable motor vehicle report.

Working Conditions

Normal office conditions. Some travel and work outside of normal business hours to technical seminars, conferences, professional meetings, and meetings with Member cooperative headquarters may be required. While working in certain areas of the plant, there may be extreme temperatures and conditions.
