NATURE OF WORK:
This position will be under the direct supervision of the Fire Marshal. This position is responsible for the code compliance review of all building plans and other submittals as it relates to the fire protection and life safety systems and their components. This position is also responsible for the coordination and scheduling of fire protection acceptance tests and Fire & Life Safety Services approval for certificate of occupancy inspections. A customer service oriented person is a critical component of this job.
ESSENTIAL FUNCTIONS
Serves as the major source of code compliance in the fire protection and life safety areas for all building permit reviews.
Performs plan reviews for compliance with the adopted City of Evanston Fire Department Codes and any/all code amendments.
Enforces the fire and life safety code requirements under the general direction of the Fire Marshal or his designee.
Performs regular reviews of the fire and life safety codes and makes recommendations for amendment changes to the Fire Marshal or his designee.
Advocates for Fire Department issues addressing response, access, location of fire protection systems, and the safety of the firefighters responding to a structure.
Participates in Fire Prevention Bureau weekly meetings and other meetings as required by the Fire Marshal or his designee.
Responds to code questions and inquiries.
Utilizes the permit software programs the city provides.
Acts as a liaison between the Fire Prevention Bureau and other City Departments, developers, contractors, citizens, etc.
Oversees and coordinates the scheduling of fire protection system and life safety system acceptance tests.
Oversees and coordinates construction site inspections.
Oversees and coordinates the scheduling of Fire Department certificate of occupancy inspections.
Attends meetings as assigned.
Respond to telephone, email and all inquiries regarding codes, plan review and general fire prevntion questions.
This position will also work closely with the Emergency Management team in review of safety plans, evacuation plans, and the City's Emergency Operations Plan.
MINIMUM REQUIREMENTS OF WORK:
Must possess a bachelors degree and at least 3 (three) years of experience in reviewing building plans for compliance with fire codes; OR Must possess 60 or more college credits and at least 6 (six)
years of experience in reviewing building plans for compliance with fire codes.
Must possess OSFM Basic Fire Prevention Officer Certification or equivalent.
Must possess Fire Inspector II and Plans Examiner I Certifications or equivalent; OR within the first 24 months of employment, must be willing and able to obtain OSFM Advanced Fire Prevention
Officer Certification.
Within the first 18 months of employment, must be willing and able to obtain FEMA IS-100, IS-700, IS-800, ICS-300, and ICS-400
Must possess and maintain a valid Driver's license and safe driving record.
Knowledge, skills, and abilities in the following areas:
Demonstrated ability to read and interpret drawings (sprinklers, etc.), blueprints, fire flow and demand calculations.
Demonstrated knowledge of fire codes, fire alarm systems, sprinkler systems, as well as any other required, or suggested, fire protection systems.
Demonstrated computer skills, including the ability to utilize typical office software for word processing, spreadsheets, and networked files along with the ability to use the internet for research, access to databases and related information.
Strong communication skills, both written and verbal. Prepare correspondence reports and memoranda containing both technical and non-technical information.
Ability to establish and maintain effective working relationships with a diverse group of individuals throughout the City organization and the community.
Ability to work independently without close supervision and in a collaborative manner to accomplish the missions of the Evanston Fire Department.
Ability to read, understand, and interpret a variety of manuals, laws, ordinances, policies, procedures, statutes, codes, standards, union contracts and similar documents.
Strong customer service skills with internal as well as external customers.
PHYSICAL REQUIREMENTS OF WORK:
The position is primarily sedentary in an office environment, although the employee will be required on a regular basis to visit constructions sites which will require personal safety equipment: hard hat, safety shoes, protective eye wear, ear protection, etc. This position may require the employee to use ladders at construction sites.
SUPERVISION:
Work is performed under the direction of the Fire Marshal. Instruction, either verbal or written, will be provided. Employee is responsible for completing work according to City work rules and safety regulations.
Work will be checked and evaluated annually, or as needed.
PUBLIC CONTACT:
The employee has regular contact with citizens, elected officials, outside agency representatives, and City employees in many departments throughout the City.
