This position is a professional level, exempt, full-time position under the immediate supervision of the Executive Director and directly assists with all strategic and tactical matters as they relate to budget management, cost benefit analysis, forecasting needs and securing resources. The Finance Division Director is responsible for providing leadership, management, and support for Chugachmiut's financial functions and works to foster a success-oriented, accountable environment. As a member of the executive team, the position provides strategic direction for the division. Assignments will be performed with considerable independence and require application of initiative and creativity.

Duties:

Assist in performing all tasks necessary to achieve Chugachmiut's mission. Direct supervision of finance staff including training, evaluation, guidance, and discipline. Develops, negotiates, and manages the Indirect Cost Rate. Oversee the coordination and activities of independent auditors ensuring all audit issues are resolved, compliance issues are met, and the preparation of the annual financial statements is in accordance with GAAP, federal, state, and other required supplementary schedules and information. Develop and maintain systems of internal controls to safeguard financial assets of the organization and oversee federal awards and programs ensuring that substantiating documentation is approved and available so that purchases may pass independent and governmental audits. Oversee work with Program Managers to ensure programmatic success through cost analysis support, and compliance with all contractual and programmatic requirements. This includes: 1.) interpreting legislative and programmatic rules and regulations to ensure compliance with all federal, state, local and contractual guidelines, 2.) ensuring that all government regulations and requirements are disseminated to appropriate personnel, and 3.) monitoring compliance. Oversee the management and coordination of all fiscal reporting activities for the organization including: organizational revenue/expense and balance sheet reports, reports to funding agencies, development and monitoring of organizational and contract/grant budgets. Ensure adequate cash flow to meet the organization's needs. Provide assistance to the Human Resource Department as needed with administration, audit, and financial reporting of the organization's retirement plans. Assist as requested with investigation of cost-effective benefit plans and other fringe benefits which the organization may offer employees and potential employees with the goal of attracting and retaining qualified individuals. Oversee the production of monthly reports including reconciliations with funders and pension plan requirements, as well as financial statements and cash flow projections for use by Executive management, as well as the Audit/Finance Committee and Board of Directors. Assist the Human Resource Department in the design, implementation, and timely calculations of wage incentives, commissions, and salaries for staff. Oversee Accounts Payable and Accounts Receivable and ensure a disaster recovery plan is in place.

Qualifications:

Bachelor's Degree in Accounting or a related field, Master's degree preferred. Six years of progressively responsible work experience in the finance or accounting department of a non-profit organization, four years of which were in a management position may be substituted for degree. Experience in the development and negotiation of indirect rate proposals.
