Fluor, together with its joint-venture partner AECOM, has been awarded a four-year program delivery support services contract for the California High-Speed Rail program by the California High-Speed Rail Authority, to provide program delivery and program management services to support one of the largest planned infrastructure projects in the U.S.

The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California's Central Valley.

Under the direction of the Deputy Director of infrastructure Delivery, the Assistant Deputy Director of Infrastructure Delivery is responsible for coordinating all of the functional support activities of Construction Packages (CPs) related to the design, construction, and quality of the high-speed rail program. The Assistant Deputy Director of Infrastructure Delivery ensures that projects are delivered within program objectives for safety, scope, budget, schedule, and quality. The Assistant Deputy Director of Infrastructure Delivery will receive functional oversight from the Authority's Director of Infrastructure Delivery, and functional support from the associated Branch Managers for consistency across (CPs). The Assistant Deputy Director of Infrastructure
Delivery works in the Infrastructure Delivery Branch of the California High-Speed Rail Authority's Office of Program Delivery.
Provide leadership direction and oversight for the functional resources assisting with the design, construction, quality and other aspects for the program; assure the program is constructed in conformance with all applicable laws, contracts, specifications and plans. Provide professional expertise and leadership on technical and construction contract management matters
Provide overall direction and oversight of the following support functions: railroad coordination, change order and claims cost estimating and scheduling, third party coordination (local agencies and utilities), environmental oversight, safety and security oversight, and change control committee
Lead the implementation and ensure compliance by consultants and contractors in relation to the Authority's policies, procedures, including safety and quality systems
Assist with the delivery of the high-speed rail support functions across all CPs
Ensure that appropriately qualified and experienced resources are assigned to support construction delivery
Oversees functional and task managers (railroad coordination, change order and claims cost estimating and scheduling, third party coordination (local agencies and utilities), environmental oversight, safety and security oversight, and change control committee) to remove obstacles to construction and ensure the safety, scope, schedule, cost and quality of project delivery
Confers and collaborates with Authority CP executives in determining objectives, workload projections, resource allocations and budget redirection.
Coordinates efforts to improve the design and construction processes and procedures to meet the Authority's goals and objectives.
Coordinates with functional managers to make sure resources required by the CPs are provided and providing consistent approaches across the CPs.

Basic Job Requirements
Bachelor's Degree in Civil Engineering, Construction Management or a similar, relevant discipline
At least 8 years of work-related experience
Prior Experience in managing large design and construction projects, ideally for large transportation infrastructure projects in positions of increasing responsibility, including extensive experience in the delivery of design-build projects

Preferred Qualifications
Knowledge of the Authority's organization, policies, project management concepts, design, construction,
materials engineering and testing processes, and other project constraints. Organizational relationships,
both internally and outside of the Authority, that pertain to planning, design and construction of
transportation facilities
The ability to plan and direct the work of others and to achieve agreement and collaboration without
formal authority over all project participants
Ability to prepare technical correspondence and complete comprehensive reports and make effective
presentations.
The ability to communicate effectively both orally and in writing with all levels of Authority management
and employees, external groups and both State and local government representatives.
