Description
Performs difficult professional work overseeing the operation and maintenance of the department, managing division programs, managing engineering projects, ensuring compliance with environmental regulations and policies, and related work as apparent or assigned. Examples of Duties
- Plans, manages, and implements department programs (i.e. admin, operations, maintenance, sewer collections, wastewater laboratory, industrial pretreatment, truck hauled waste, engineering consulting services, permit compliance (water, air, and solid waste), contract laboratory services, and special projects).
- Manages regulatory affairs; stays current with environmental regulations and policies; recommends changes to maintain compliance; plans for capital investments to achieve compliance goals.
- Supervises division staff; recruits and selects staff; assigns, directs, trains, and inspects the work of staff; disciplines, coaches, counsels, and evaluates staff performance; develops staff schedules.
- Manages environmental compliance and permitting; compiles data for State and Federal environmental compliance purposes; prepares permit applications; represents the City when dealing with State and Federal Agencies.
- Develops, plans, and implements department training and performance management objectives.
- Reviews and manages engineering projects including serving as a liaison with engineers, contractors, and employees.
- Assists with planning, preparing, and presenting the department's overall budget.
- Reviews data and prepares monthly technical activity reports for management.
- Performs special projects and other duties may be assigned as deemed necessary and appropriate.
Typical Qualifications
Minimum Education and Experience:
- Bachelor's degree with coursework in civil engineering, environmental engineering, or related scientific field and extensive experience in wastewater utilities, environmental compliance, and project management including supervisor experience, or equivalent combination of education and experience.
Licenses and/or Certifications:
- Valid driver's license in the Commonwealth of Virginia.
VA Wastewater Works Operator I license a plus.
Knowledge:
- Knowledge of wastewater treatment and sanitary engineering principles, practices, processes and related equipment
- Thorough knowledge of current environmental regulations, including pretreatment regulations
- Knowledge of budget preparation and control
Skills:
- Supervisory, business-management, project-management, consulting and strategic-planning skills
- Strong analytical, quantitative, communication skills, to include oral, written and presentation skills
Abilities:
- Ability to deal with all levels of the general public and with outside agencies and industries
Ability to plan and supervise the work of others
