Position Summary & Responsibilities:
Position Summary:
This position assists the Bureau Chief in managing the Bureau of Intelligent Transportation Systems (ITS) including policy implementation, construction oversight, device maintenance and coordination of the ITS activities of the Bureau with other agencies, jurisdictions, and states. This position promotes, coordinates, facilitates, and assists with all ITS activities for KDOT.
Job Responsibilities may include but are not limited to the following:
- Conducts research of ITS technologies, national policies, standards, and funding
- Serves as the focal point and clearinghouse for ITS programs, projects, and activities.
- Promotes the use of ITS technologies for urban, rural, and Commercial Vehicle Operations (CVO) applications.
- Provides ITS information to KDOT, the Federal Highway Administration (FHWA), other states and municipalities, and the public to improve the safety and efficiency of the transportation system.
- Oversees management and coordination of the statewide Traffic Incident Management program to promote more efficient rural and metro crash clearance, improve roadway safety, and reduce congestion.
- Oversees the operation of the statewide WichWay Traffic Management Center (TMC) and ITS activities in the Wichita metropolitan area.
- Oversees the Kansas City Scout Traffic Management Center (TMC) and implementation of ITS in the Kansas City metropolitan area.
- Directs the development of construction plans, specifications, and estimates produced by consulting engineers for statewide deployment of ITS systems to ensure work products meet ITS specifications and standards to allow efficient operation of ITS field devices and reduce ITS maintenance costs.
- Manages, administers, and reviews the ITS operating and ITS set-aside budgets. Conducts research to develop issue papers for ITS programs.
Qualifications:
Minimum Qualifications
- Six years of experience in Systems Engineering, Traffic Signal Systems, or Transportation Engineering, including three years of ITS (Intelligent Transportation System) planning and implementation work.
- Strong written and oral communication skills
- Proficiency in the use of computer equipment and programs including Bluebeam, Outlook, Access, Excel and Word and familiarity with Micro Station.
- Valid Driver's License upon hire
- Graduate from an ABET (Accreditation Board of Engineering and Technology) accredited engineering school.
- Professional Engineer's license in the state of Kansas within 1 year of hiring date.
- Experience with ITS equipment and/or communications systems (cellular, fiber, wireless); Experience with FHWA Systems Engineering Process (Concept of Operations, ITS Architecture) and managing multimillion dollar construction budget.
- Kansas Tax Clearance Certificate required in accordance with Executive Order 2004-03.
