Position Overview

The Financial Analyst I shall demonstrate experience and knowledge of DoD accounting principles. Responsibilities include performing managerial accounting roles and responsibilities, audit coordination, and the full range of budget reviews and analysis functions using various accounting and financial systems, both internal and external to the Command. Ensures financial transactions are supported with proper documentation and by policy and internal control practices. The Contractor shall have intermediate skills with Excel. The Contractor shall know to store, presenting, processing, and analyze data in Excel. Require the ability to perform analysis of financial data and provide government analysts with recommendations.

Job Responsibilities and/or Success Factors
  • Perform quality control reviews of stakeholder-provided documentation to prevent any erroneous information and sensitive information (e.g. Personal Identifiable Information (PII)) from being submitted to the IPA contracted to conduct the financial statement audit.
  • Obtain read-only access to the Audit Response Center (ARC) tool and relevant systems involved in the MARCORSYSCOM portion of the audit in order to review and perform analytics.
  • Receive, review, and disseminate the PBCs, Follow-up Questions, Meeting Requests and other IPA requests for information to the appropriate stakeholder via email and/or DON Tracker.
  • Monitor the status of open audit requests and provide the government with updates to promote timely submission and an awareness of potential delays.
  • Coordinate with all stakeholders the collection, collating, quality checking, and submission of KSDs to include coversheet in response to the sample test request.
  • Ensure all documentation is properly marked with proper labels of classification, e.g., Controlled Unclassified Information.
  • Draft and continuously update all request responses, including adding requested data and artifacts, to the PBC list for the Financial Statement Audit.
  • Assist program managers in the development of artifacts and documentation necessary to withstand the scrutiny of external Federal Information System Controls Audit Manual.
  • Test, remediate, validate and monitor audit relevant IT controls.
  • Provide support for development of strategy for migrating financial and financially relevant systems to the Cloud environment.
  • Provide support related to the documentation of controls and responsibilities of those controls as they migrate to a cloud environment.
  • Support monthly roll-forward and quarterly financial reporting requirements to include the aggregation, review, and analysis of transactional information.

Education and Minimum Qualifications
  • Must be a US Citizen to obtain background check or have a Public Trust clearance
  • Bachelor's degree with at least 5 years of accounting and audit background and at least twenty-four hours of accounted related courses is required.
  • Three years of federal government financial experience, preferably with DoD or Marine Corp background
  • Auditors with a minimum of two years of federal government experience to perform complex audits on a variety of programs and assess efficiency, effectiveness, and compliance with programs laws, regulations and provisions.
