Part of the FEMA Public Assistance Program Under Prime Contractor Fluor Government Group. These positions have very specific requirements. (Archaeologist, Architect Historian, Biologists, Coastal Engineers, EHP/ NEPA, Electrical Engineers, Financial Analyst, Geologists, Historical Architect, Hydrologist, Mechanical, Engineers, Structural Engineers, Wetland Specialists, 406 Mitigation Specialist.)
As Part of the Fluor Public Assistance Program, the following positions are needed:
Will require site inspections on sites with major damage (e.g., destroyed facilities; facilities with extensive damage; facilities with significant damage to mechanical, electrical and plumbing components, etc.) to document disaster-related damage. Site inspections will be conducted to validate infrastructure damage and record detailed damage descriptions during the inspection to include all of the tasks noted above and the following additional tasks:

First Level - Educational requirements Undergraduate degree with 2 years in field of expertise OR 5 years in field of expertise
Second Level - Educational requirements Undergraduate degree with 5 years in field of expertise and professional registration OR 10 years in field of expertise
Third Level - Educational requirements Undergraduate degree with 10 years in field of expertise and professional registration OR 15 years in field of expertise

- Reviewing and analyzing professional architectural/engineering reports and designs or as-built plans
- Thoroughly documenting analyses in writing
- Developing scopes of work, including related code and standard requirements
- Validating applicant-provided scopes of work, including related code and standard requirements
- Developing and reviewing cost estimates
- Advising FEMA staff on the technical validity of claims presented under FEMA's arbitration process. Should arbitration hearings occur, testify as an expert witness on FEMA's behalf
Other specific tasks that may be requested dependent upon the position requested:
- Compile, review and validate labor, equipment, materials and contractor costs. Prepare spreadsheets and other documents which summarize the additional costs incurred in preparing for, responding to, and recovering from a declared national disaster. Labor and expenses in excess of normal operating costs must be identified and documented, usually in a spreadsheet format, with some data analysis and summary report preparation. This may also include recommendations on cost eligibility for grants based on federal requirements. Works closely with Federal, State and local representatives and must be able to clearly communicate aspects of the FEMA Public Assistance (PA) program.
- Rotations home of approximately 5-7 days after being deployed 60 -90 days are allowed as defined in each individual Task Order Proposal request for personnel and approved by FEMA management on an individual basis.
First Level - Educational requirements Undergraduate degree with 2 years in field of expertise OR 5 years in field of expertise

Third Level - Educational requirements Undergraduate degree with 10 years in field of expertise and professional registration OR 15 years in field of expertise
In addition to the requirements above, candidates must:
- Must be a US Citizen and able to pass a DHS/FEMA background check to obtain a FEMA contractor badge (bankruptcy, owed back taxes, multiple DUI's, delinquent child support, a felony and bad credit could possibly deem you as "unfavorable for badging")
- Have excellent communication skills
- Proficient with MS Office products; high level of proficiency with MS Excel (data analysis, pivot tables, etc.) Word and Adobe Acrobat. Ability to prepare clear, concise spreadsheets and reports
- Ability to mobilize within 24-48 hours
- Able to commit to a 3 - 12 month assignment
- Willing to work initially 10 - 12 hours per day, 6 - 7 days per week and be flexible to change
- If required, ability to work independently at a home office
Preferred but not required experience:
- Experience in disaster response and/or recovery data documentation (FEMA PA experience is preferred)
- Experience in grant applications and processing
