The City of Monroe operates under a Council-Manager form of government. The City Council sets policies and enacts ordinances, which are carried out under the City Manager's direction. The City Council is comprised of an elected Mayor and six council members. The City has approximately 500 Full-time and 200 Part-Time employees within the following department: Administration, Communications and Tourism, Downtown and Facilities Maintenance, Economic Development, Energy Services, Engineering, Finance, Fire Department, Information Technology, Parks and Recreation, Planning, Police Department, and Water Resources.

GENERAL DEFINITION AND CONDITIONS OF WORK
Performs advanced administrative, technical, and professional work overseeing the City's Erosion and Sedimentation Control Program and overseeing land development; administering environmental policies and ensuring construction plans comply with applicable ordinances and statutes; performs difficult, professional, and responsible administrative work participating in the planning, design and construction of a variety of public works and utility facilities; does related work as required. Work is performed under the general supervision of the Director of Engineering. Supervision is exercised over subordinate personnel.
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
ESSENTIAL FUNCTIONS/TYPICAL TASKS
Oversees and participates in the planning, designing, and inspection of engineering projects; managing, developing and administering environmental policies; managing and administering engineering contracts; preparing and maintaining records and files; preparing reports. Oversees the local erosion and sediment control program delegated by the North Carolina Sedimentation Control Commission. Researches, develops, implements and administers environmental policies relating to erosion control, sedimentation and land development. Supervises engineering services personnel; assists in the recruitment, selection, discipline, and evaluation of department personnel. Oversees and participates in the development and design of public works infrastructure projects; developing project plans and specifications; conducting plans review; prepares and maintains files and records. Oversees and implements infrastructure maintenance programs and policies; estimates repair costs and priorities for roadways; sidewalks; and construction projects. Administers construction programs on public works and municipal capital improvement projects;
Coordinates traffic engineering services with North Carolina Department of Transportation; Provides technical assistance to the Street Division relevant to roadway, sidewalk and other infrastructure improvements; Reviews and provides oversight of subordinate development plans for commercial, industrial and subdivision sites for compliance to applicable City ordinances, erosion, and sedimentation control requirements. Assists with the preparation of the annual budget and makes recommendations for the Capital Improvement Plan. Administers departmental small equipment purchases. Applies for municipal improvement grants. Assists customers requesting information on roadway and sidewalk improvements; Provides customer service support for citizens, council members, developers, associates, etc. Serves as backup for the Director of Engineering as needed. Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of the principles and practices of civil engineering as applied to land development and infrastructure management; ability to plan, lay out and direct the work of subordinates; ability to inspect projects for compliance with ordinance and code provisions; ability to perform difficult engineering computations and to make thorough recommendations on engineering problems and planning; ability to establish and maintain effective working relationships with City officials, associates, land developers, contractors and the general public; skilled in the use of civil engineering instruments and equipment; skilled in the use and application of computer aided design software; ability to present technical information and communicate complete ideas effectively, both orally and in writing; ability to calculate complex cost reports.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to a Bachelor's degree with major course work in civil engineering or related field and extensive experience in civil engineering work.
SPECIAL REQUIREMENTS
Possession of an appropriate driver's license valid in the State of North Carolina. Registration as a Professional Engineer in the State of North Carolina.
